This book analyses the shifting patterns of Czechoslovak educational aid programmes for sub-Saharan African countries within the broader framework of the global debates on the nature of development aid in education discussed on the UNESCO grounds during the three “development decades.” Starting in the early 1960s, Czechoslovakia sent abroad hundreds of experts hoping to stimulate the development of local educational and scientific institutions. However, over the years, the development aid to African countries transformed into a special form of foreign trade, and distribution of experts turned into a profitable business. Yet, the tendencies towards “sustainability” and “higher return on investment” in the field of development aid were not limited just to the socialist bloc but emerged globally. This book, therefore, not only revisits the roles of Czechoslovakia and Africa in the Cold War history but also reflects on the function of aid in international politics. Cold War Liberation examines the African revolutionaries who led armed struggles in three Portuguese colonies—Angola, Mozambique, and Guinea-Bissau—and their liaisons in Moscow, Prague, East Berlin, and Sofia. By reconstructing a multidimensional story that focuses on both the impact of the Soviet Union on the end of the Portuguese Empire in Africa and the effect of the anticolonial struggles on the Soviet Union, Natalia Telepneva bridges the gap between the narratives of individual anticolonial movements and those of superpower rivalry in sub-Saharan Africa during the Cold War. Drawing on newly available archival sources from Russia and Eastern Europe and interviews with key participants, Telepneva emphasizes the agency of African liberation leaders who enlisted the superpower into their movements via their relationships with middle-ranking members of the Soviet bureaucracy. These administrators had considerable scope to shape policies in the Portuguese colonies which in turn increased the Soviet commitment to decolonization in the wider region. An innovative reinterpretation of the relationships forged between African revolutionaries and the countries of the Warsaw Pact, Cold War Liberation is a bold addition to debates about policy-making in the Global South during the Cold War. Civil society is one of several Western political and social concepts that have not traveled successfully to Africa. Revived in response to the search for democracy in Eastern Europe during the late Soviet era, Western donors promoted and funded new civil society organizations in sub-Saharan Africa, regarding them as an essential grounding for African democratization. Most of these new civil society organizations had little in common with African associational activity. Focusing on the characteristics and behavior of long-standing African organizations would appear a better starting point for developing a useful concept of an African civil society. One candidate worth serious investigation is the Buganda Kingdom Government. This organization violates most distinctions central to Western notions of civil society. Yet it continues to behave like a civil society organization. Its political and conceptual collisions offer guidance toward a useful notion of African civil society and understanding Ugandan politics.
