In doing so, he may, perhaps, be allowed to mention two extenuating circumstances. One is, that since the year 1903, when what has come to be known as the Fiscal Question was suddenly Sprung upon the country, the amount of time and energy at his disposal, after satisfying the claims of a very busy Department of the Public Service, has been greatly restricted. The other is, that a considerable portion of the translation had to be done a second time owing to the accidental destruction of a bundle of the completed manuscript during the translator's absence abroad.
