DOWNLOAD EBOOKSmall Island Developing States (SIDS), or Large Ocean States as some prefer to be known, are at a critical juncture: they are reliant on reforms in global institutions that need to happen quickly. SIDS have immense potential to innovate and adapt to global conditions, but they are highly vulnerable to climate change impacts and other external shocks and face significant structural challenges in managing these risks. Younger generations of SIDS citizens face the triple jeopardy of crippling debt, a degraded natural environment and frequent, devastating disasters. SIDS have a high need for climate finance – particularly for adaptation and resilience – but they often have the weakest capacity to access it and are far from obtaining the volumes they need. UN Member States have acknowledged that the SIDS are a special case for sustainable development, but this needs to translate into greater support and coordination of climate and development cooperation. Reforms are needed across development assistance, debt and climate finance, using common definitions and criteria for eligibility and towards the common goals of honouring commitments made under the Paris Agreement and SAMOA Pathway and to improving aid effectiveness.

DOWNLOAD EBOOKThe 2012 UNEP Foresight Process on Emerging Global Environmental Issues primarily identified emerging environmental issues and possible solutions on a global scale and perspective. In 2013, UNEP carried out a similar exercise to identify priority emerging environmental issues that are of concern to the Small Island Developing States (SIDS). The social and economic emerging issues were also identified using the same set of criteria. At the core of the process was a SIDS Foresight Panel consisting of 11 SIDS experts (for the UNEP Panel) and 12 experts (for the UN DESA Panel) from the three SIDS regions, representing the global SIDS community and a wide range of disciplines. The process was designed to open the discussion on emerging environmental issues to a broad range of views both from the Foresight Panel and a wider community of relevant experts from across the globe. Through the Foresight Process, separate lists of 20 environmental and 15 socioeconomic emerging issues were identified and discussed in this report.

FCAS and SIDS face unique development challenges such as a greater need for governance and institutional capacity building, geographic isolation, small populations, narrow asset bases, and armed conflict. The FCAS and SIDS approach—or FSA—introduces flexible processes and procedures that will allow ADB to tailor interventions to the specific challenges of these countries, with the goal of improving project results, and ultimately improving livelihoods.
