To define exactly the position in which the beginning of the war found Russia, it is necessary briefly to survey her political condition at the moment. The country was still feeling the disturbing effects of the Revolution of 1905 - 6. The intellectual classes which had now received access to and obtained a share in political life and legislation, were engrossed by the struggle with the Government. This tur moil centred specially in the Imperial Duma.
