DOWNLOAD EBOOKThis edited book examines the contemporary regional security concerns in the Asia-Pacific recognizing the ‘Butterfly effect’, the concept that small causes can have large effects: ‘the flap of a butterfly’s wings can cause a typhoon halfway around the world’. For many Asia-Pacific states, domestic security challenges are at least as important as external security considerations. Recent events (both natural disasters and man-made disasters) have pointed to the inherent physical, economic, social and political vulnerabilities that exist in the region. Both black swan events and persistent threats to security characterize the challenges within the Asia-Pacific region. Transnational security challenges such as global climate change, environmental degradation, pandemics, energy security, supply chain security, resource scarcity, terrorism and organized crime are shaping the security landscape regionally and globally. The significance of emerging transnational security challenges in the Asia-Pacific Region impact globally and conversely, security developments in those other regions affect the Asia-Pacific region.

DOWNLOAD EBOOKAnalyzing regional challenges and their implications for U.S. foreign policy This book is an impressive overview of security and governance issues in South Asia and their implications for U.S. foreign policy in the region. The focus is on major enduring issues that include India-Pakistan relations, India-China relations, conventional forces, and nuclear weapons. The book's contributors also tackle a number of often underexplored issues, including democratic backsliding in India, authoritarian hardening in China, and the international ramifications of both. The impact of Pakistan's political culture on democracy, and the insurgency in Pakistan's Baluchistan province, along with examinations of the internal security challenges in Nepal, Bangladesh, and the Maldives provide lessons for other states on how to counterviolent extremism and insurgencies related to identity and marginalization. Anyone interested in South Asian security and U.S. policy toward the region will be rewarded with new insights on these topics, written by academics and analysts specializing in the issues. The chapter authors were close colleagues or advisees of long-time Brookings Institution senior fellow Stephen Philip Cohen. Cohen was the first American scholar to work on South Asian security studies. He largely defined the field, trained and mentored many of its leading analysts, and was himself its most experienced and insightful scholar-practitioner until his death in 2019. This book is dedicated to Cohen in recognition of his contributions to scholarship and policymaking on South Asia.

DOWNLOAD EBOOKResponding to emerging new threats and the changing security environment around the world, U.S. strategic leaders and planners are reconsidering the U.S. defense strategy for the Asia-Pacific region. Developing a new strategy to adapt to the conditions of a new era will be a challenge. The conflict between North and South Korea remains the principal threat to peace and stability in the Asia-Pacific region. This Strategy Research Paper reviews the security concerns in the region that threaten the interests of the United States and its allies. The United States recognizes the critical role that bilateral agreements play in securing peace and stability in the area. These agreements have long served as the cornerstone of the regional security structure that exists, but it's clear that existing agreements need to be reviewed and updated. This paper examines these defense agreements and the need to strengthen these commitments to support the global war on terrorism and to counter future threats. As the United States shifts military assets and potentially downsizes its forces in the region, access agreements become increasingly important. This paper addresses current access agreements and the need to gain more access to key host nation facilities, ports, and airfields to support future operational requirements. Forward military presence is crucial to security and maintaining stability in the region. Finally, this paper makes recommendations for force restructuring that will enable the United States to meet commitments and protect its interests in the region.

DOWNLOAD EBOOKThis book traces changes in the concept of security in Asia from realist to cooperative, comprehensive, and human security approaches, and assesses a number of policy alternatives to management of both old and new security threats. It surveys not only orthodox security threats such as tensions between regional powers or armed ethnic antagonists but also new sources of anxiety such as resource scarcity, economic instability, irregular migration, community fragmentation, and international terrorism. Security policies of major powers such as China, Japan, and the United States, and the moderating roles of regional organizations such as ASEAN, ARF, SCO, and KEDO are evaluated in historical and contemporary perspectives. Contributors proffer policy-relevant insights where appropriate. The book concludes that traditional security approaches remain valid but need to be adapted to the new challenges, and offers suggestions for incorporating fresh Asian security perceptions into the agendas of policy-makers, analysts, and scholars.

DOWNLOAD EBOOKNew developments in the Asia Pacific are forcing regional officials to rethink the way they manage security issues. The contributors to this work explore why some forms of security cooperation and institutionalisation in the region have proven more feasible than others. This work describes the emergence of the professions in late tsarist Russia and their struggle for autonomy from the aristocratic state. It also examines the ways in which the Russian professions both resembled and differed from their Western counterparts.
