Vice Admiral Joseph P. Metcalf, III commanded the largest American joint military operation since the Vietnam War on the small Caribbean island of Grenada in 1983. This paper focuses on Metcalf’s operational leadership during Operation URGENT FURY. It begins by providing the readers an introduction to Metcalf’s life, his education and career, and the circumstances that led to Metcalf being named as the operational commander of Combined Joint Task Force 120. Examples follow from the planning and execution stages of the Grenada invasion illustrating Metcalf’s possession of the three theoretical requirements of successful operational leadership: certain personality traits (including wisdom, good judgment, and emotional balance), a present yet unobtrusive command style, and significant professional knowledge allowing for critical decision making. In the fall of 1983, arguably the coldest year of the decades-long Cold War, the world's greatest superpower invaded Grenada, a Marxist-led Caribbean nation the size of Atlanta. Why and how this unlikely one-week war was waged was shrouded in secrecy at the time--and has remained so ever since. This book is an overdue reconsideration of Operation Urgent Fury, based on historical evidence that only recently has been revealed in declassified documents, oral history interviews and memoir accounts. This chronological narrative emphasizes the human dimension of a sudden crisis now regarded as the greatest foreign policy challenge of President Ronald Reagan's first term. Because the American intervention was hastily drafted, many snafus and accidents marked the chaotic initial days of the operation. In the late eighties and early nineties, driven by the post–Cold War environment and lessons learned during military operations, United States policy makers made intelligence support to the military the Intelligence Community's top priority. In response to this demand, the CIA and DoD instituted policy and organizational changes that altered their relationship with one another. While debates over the future of the Intelligence Community were occurring on Capitol Hill, the CIA and DoD were expanding their relationship in peacekeeping and nation-building operations in Somalia and the Balkans. By the late 1990s, some policy makers and national security professionals became concerned that intelligence support to military operations had gone too far. In Subordinating Intelligence: The DoD/CIA Post–Cold War Relationship, David P. Oakley reveals that, despite these concerns, no major changes to national intelligence or its priorities were implemented. These concerns were forgotten after 9/11, as the United States fought two wars and policy makers increasingly focused on tactical and operational actions. As policy makers became fixated with terrorism and the United States fought in Iraq and Afghanistan, the CIA directed a significant amount of its resources toward global counterterrorism efforts and in support of military operations.

Pearl Harbor will long stand out in mens minds as an example of the results of basic unpreparedness of a peace loving nation, of highly efficient treacherous surprise attack and of the resulting unification of America into a single tidal wave of purpose to victory. The Navy has long needed a succinct account of the salvage operations at Pearl Harbor that miraculously resurrected what appeared to be a forever shattered fleet. He had served intimately with Admiral Nimitz and with Admiral Halsey in the South Pacific, has commanded three different Navy Yards, and was a highly successful Chief of the Bureau of Ships.
