This paper is an expanded version of remarks at a TVA seminar on land and water research in Muscle Shoals, September 24, 1970. The author substituted for R.A. Elder, Chief, Engineering Laboratory Branch, who could not attend. Since electric power is needed by everybody, the topic should be of widespread interest. There is no denying the fact that the rapidly expanding electric energy production responding to steadily increasing needs has multifarious effects on many facets of the world around us. The engineer is to recognize these effects and try to find ways to reconcile man's needs and desires with general long-term human well-being and with maintaining a high quality environment.
