This report identifies LAC countries’ main climate change policy priorities, which were discussed through a series of Regional Policy Dialogues and Expert Workshops and complements these with findings of recent analyses by the OECD and other international partners. It explores issues related to their implementation on climate adaptation, mitigation, and cross-cutting policy areas.

This report discusses ways of enhancing government capacities to prevent, react and rebuild, thereby minimising the impact of natural disasters on infrastructure assets and operations. It identifies data, collaboration and technologies as drivers of resilience, and highlights financial resources, technical skills and regulatory frameworks as key enablers. The report presents seven actionable principles to ensure infrastructure resilience, drawing from global good practices and in-depth analyses of infrastructure projects in Colombia, Ghana, India, Indonesia, Japan, Mozambique and the United States.
Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
Storms, floods, fires, tsunamis, earthquakes, tornadoes, and other disasters seem not only more frequent but also closer to home. As the world faces this onslaught, we have placed our faith in “sustainable development,” which promises that we can survive and even thrive in the face of climate change and other risks. Yet while claiming to “go green,” we have instead created new risks, continued to degrade nature, and failed to halt global warming. Unnatural Disasters offers a new perspective on our most pressing environmental and social challenges, revealing the gaps between abstract concepts like sustainability, resilience, and innovation and the real-world experiences of people living at risk. Gonzalo Lizarralde explains how the causes of disasters are not natural but all too human: inequality, segregation, marginalization, colonialism, neoliberalism, racism, and unrestrained capitalism. He tells the stories of Latin American migrants, Haitian earthquake survivors, Canadian climate activists, African slum dwellers, and other people resisting social and environmental injustices around the world. Lizarralde shows that most reconstruction and risk-reduction efforts exacerbate social inequalities. Some responses do produce meaningful changes, but they are rarely the ones powerful leaders have in mind. This book reveals how disasters have become both the causes and consequences of today’s most urgent challenges and proposes achievable solutions to save a planet at risk, emphasizing the power citizens hold to change the current state of affairs.
The International Assessment of Agricultural Knowledge, Science, and Technology for Development (IAASTD) looks realistically at how we could effectively use agriculture/AKST to help us meet development and sustainability goals. An unprecedented three-year collaborative effort, the IAASTD involved more than 400 authors in 110 countries and cost more than $11 million. It reports on the advances and setbacks of the past fifty years and offers options for the next fifty years. The results of the project are contained in seven reports: a Global Report, five regional Sub-Global Assessments, and a Synthesis Report. The Global Report gives the key findings of the Assessment, and the five Sub-Global Assessments address regional challenges. The volumes present options for action. All of the reports have been extensively peer-reviewed by governments and experts and all have been approved by a panel of participating governments. The Sub-Global Assessments all utilize a similar and consistent framework: examining and reporting on the impacts of AKST on hunger, poverty, nutrition, human health, and environmental/social sustainability. The five Sub-Global Assessments cover the following regions: Central and West Asia and North Africa (CWANA) East and South Asia and the Pacific (ESAP) Latin America and the Caribbean (LAC) North America and Europe (NAE) Sub-Saharan Africa (SSA)
After a robust recovery from the COVID-19 crisis, Colombia's economic growth is returning to a low potential. Medium-term growth prospects depend on maintaining Colombia's strong macroeconomic framework and enacting reforms to create a business-friendly environment which can attract high levels of investment. Implementing fiscal consolidation and adhering to fiscal rules would prevent rising financing costs and safeguard debt sustainability. Reforms to raise tax revenues and improve spending efficiency are needed to create fiscal space for social and productive investment needs. Enhancing the investment climate requires reducing regulatory uncertainties and tackling corruption. Creating connected transport infrastructure, strengthening subnational government capacities and improving equalisation mechanisms in the fiscal transfer system would foster balanced development across the country. Addressing informality, gender gaps, and improving education quality would boost productivity and reduce social disparities. Investing in climate adaptation, renewable energy, and establishing stable regulatory frameworks are key for a climate-resilient economy and achieving carbon neutrality by 2050. Environment at a Glance in Latin America and the Caribbean: Spotlight on Climate Change focusses on climate change, looking at trends in greenhouse gas emissions, exposure to climate-related hazards and climate policies. It provides key messages on past progress and remaining efforts to be made in Latin America and the Caribbean. The report draws on the OECD’s expertise in environmental data and indicators, on the work of the International Programme for Action on Climate (IPAC) and is part of the OECD Latin America and the Caribbean Regional Programme. The indicators presented come from OECD and other international databases, and reveal substantive gaps in the availability of data on the environment and climate in the region. This interactive report allows users to play with the data and graphics and to download and share them.
This Intergovernmental Panel on Climate Change Special Report (IPCC-SRREN) assesses the potential role of renewable energy in the mitigation of climate change. It covers the six most important renewable energy sources - bioenergy, solar, geothermal, hydropower, ocean and wind energy - as well as their integration into present and future energy systems. It considers the environmental and social consequences associated with the deployment of these technologies, and presents strategies to overcome technical as well as non-technical obstacles to their application and diffusion. SRREN brings a broad spectrum of technology-specific experts together with scientists studying energy systems as a whole. Prepared following strict IPCC procedures, it presents an impartial assessment of the current state of knowledge: it is policy relevant but not policy prescriptive. SRREN is an invaluable assessment of the potential role of renewable energy for the mitigation of climate change for policymakers, the private sector, and academic researchers.
