On August 29, 2005, Hurricane Katrina made landfall near New Orleans leaving death and destruction across the Louisiana, Mississippi, and Alabama Gulf Coast counties. The lethargic and inept emergency response that followed exposed institutional flaws, poor planning, and false assumptions that are built into the emergency response and homeland security plans and programs. Questions linger: What went wrong? Can it happen again? Is our government equipped to plan for, mitigate, respond to, and recover from natural and manmade disasters? Can the public trust government response to be fair? Does race matter? Racial disparities exist in disaster response, cleanup, rebuilding, reconstruction, and recovery. Race plays out in natural disaster survivors' ability to rebuild, replace infrastructure, obtain loans, and locate temporary and permanent housing. Generally, low-income and people of color disaster victims spend more time in temporary housing, shelters, trailers, mobile homes, and hotels - and are more vulnerable to permanent displacement. Some 'temporary' homes have not proved to be that temporary. In exploring the geography of vulnerability, this book asks why some communities get left behind economically, spatially, and physically before and after disasters strike.
When the images of desperate, hungry, thirsty, sick, mostly Black people circulated in the aftermath of Hurricane Katrina, it became apparent to the whole country that race did indeed matter when it came to government assistance. In The Wrong Complexion for Protection, Robert D. Bullard and Beverly Wright place the government response to natural and human-induced disasters in historical context over the past eight decades. They compare and contrast how the government responded to emergencies, including environmental and public health emergencies, toxic contamination, industrial accidents, bioterrorism threats and show that African Americans are disproportionately affected. The smart growth movement aims to combat urban and suburban sprawl by promoting livable communities based on pedestrian scale, diverse populations, and mixed land use. But, as this book documents, smart growth has largely failed to address issues of social equity and environmental justice. Smart growth sometimes results in gentrification and displacement of low- and moderate-income families in existing neighborhoods, or transportation policies that isolate low-income populations. Growing Smarter is one of the few books to view smart growth from an environmental justice perspective, examining the effect of the built environment on access to economic opportunity and quality of life in American cities and metropolitan regions. With a basis in environmental history, this groundbreaking study challenges the idea that a meaningful attachment to nature and the outdoors is contrary to the black experience. The discussion shows that contemporary African American culture is usually seen as an urban culture, one that arose out of the Great Migration and has contributed to international trends in fashion, music, and the arts ever since. However, because of this urban focus, many African Americans are not at peace with their rich but tangled agrarian legacy. On one hand, the book shows, nature and violence are connected in black memory, especially in disturbing images such as slave ships on the ocean, exhaustion in the fields, dogs in the woods, and dead bodies hanging from trees. In contrast, though, there is also a competing tradition of African American stewardship of the land that should be better known. Emphasizing the tradition of black environmentalism and using storytelling techniques to dramatize the work of black naturalists, this account corrects the record and urges interested urban dwellers to get back to the land.
In this sweeping social history Dorceta E. Taylor examines the emergence and rise of the multifaceted U.S. conservation movement from the mid-nineteenth to the early twentieth century. She shows how race, class, and gender influenced every aspect of the movement, including the establishment of parks; campaigns to protect wild game, birds, and fish; forest conservation; outdoor recreation; and the movement's links to nineteenth-century ideologies. Initially led by white urban elites—whose early efforts discriminated against the lower class and were often tied up with slavery and the appropriation of Native lands—the movement benefited from contributions to policy making, knowledge about the environment, and activism by the poor and working class, people of color, women, and Native Americans.
