Abstract: Abstract of dissertation entitled The Strategies to Sustain Hong Kong International Airport as the Air Cargo Hub in the Pearl River Delta Submitted by Lam Hon Chuen For the Degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2003 To what extent Hong Kong International Airport (HKIA) can sustain its strategic role as a regional cargo hub against competition from the airports in the Pearl River Delta is an important question for the Airport Authority. Despite the air cargo traffic just accounts for only 1% of the total cargo movement, it represents almost 27% of the total value of the Hong Kong's total trade. It is an important strategic industry of Hong Kong. The aim of this study is to formulate some strategies for the HKIA in sustaining its leading position as an air cargo hub through examining its present strengths and weaknesses and exploring its future opportunities and threats. To get more information and understand more about the internal factors of HKIA, a field research was conducted for this pursuit. And Porter's Five Forces Model was applied in analyzing those external factors influencing the status of HKIA. The results of this study indicate that HKIA in general is the dominant regional air- transportation hub and it will be able to maintain its edge in the foreseeable future despite the ambition of airports in the Pearl River Delta. However, at the same time, it is suggested that HKIA should adopt a low cost and differentiation strategies in order to enhance its leadership role. My wish in writing this paper is to convince readers of the peculiar beauty and importance of the highly dynamic aviation landscape of the southern Chinese Pearl River Delta. Airfreight is an essential and highly sophisticated part of an economy s logistics infrastructure. A functioning infrastructure is vital for the development of an economy, in particular for its international trade. As trade is a key component in China s economic success formula, demand for an efficient infrastructure is high. Air transportation has become one of the most effective tools to explore and serve world markets. In today s highly competitive business world, just-in-time delivery and good customer service are absolutely crucial. The overall trend towards fast reliable delivery and the transformation of China s economy along with the value chain of production, have boosted demand for air transportation. Due to these developments, the air cargo market, which is still at low levels particularly in domestic transportation, is one of the fastest growing markets in China. The regional focus of this study is on the economic powerhouse of China, the Pearl River Delta (PRD) located in the southern province of Guangdong. Everyone who knows the highly industrialised landscape of the PRD would probably agree, that the region s nickname factory of the world is more than appropriate. The PRD has the highest per capita output in China and generates about one third of national exports. The Greater Pearl River Delta (GPRD) consists of the PRD and the Special Administrative Zones Hong Kong and Macao. In many respects, it is one of the most interesting economic entities of the world. Economy and infrastructure are integrated on a very high level. The GPRD features many extremes: its strong economic power, its rapid growth that has been the highest in China for many years, its population density and last but not least, its aviation landscape. Within radial distance of about 100 km, five international airports are at service, creating the highest airport density in the world. Three of these airports are among China s top five airports. This new airport might take substantial business away from HKIA in the future. The first part of the study provides an overall introduction to the development of the Chinese aviation and air cargo market. Part 2 describes the macroeconomic structure of Southern China and provides an extensive overview of the GPRD air cargo market. This is followed by a detailed comparative analysis of the two airports in the center of this study and evaluates their future development prospects and the likely development of the region's air cargo landscape.

Hong Kong's market has seen a remarkable growth. It has averaged 11.2% per annum growth since 1992 and exceeded 2.6 million tones in 2003. The opening of Hong th Kong's new airport at Chek Lap Kok on 6 July 1998 marked a significant improvement in the quality and capacity of Hong Kong's aviation facilities, paving the way for a strong growth in passenger and cargo traffic. It has strengthened Hong Kong's position as an air cargo hub in the Asia Pacific Region and as the gateway to China. Moreover, under the "One Country, Two System" arrangement, Hong Kong is highly conducive to closer economic partnership with the Chinese Mainland. More opportunities will be given to Hong Kong. However, the rapid change of economic environment, development of new airports in the Pearl River Delta (PRD) such as Guangzhou and Shenzhen, and Asia Region's airports and the growing of Mainland China traffic have created a great threat to Hong Kong International Airport. Abstract: Recently ranked Skytrax 5-Star Airport, Hong Kong International Airport (HKIA) is well known for its extensive airline networks and quality supporting services. This paper is to evaluate the performance of HKIA as a leading regional aviation hub when encountering the keen competition of four other major airports in Greater Pearl River Delta (GPRD) region; all of which are within a radial distance of 100km of one another. An in-depth comparative analysis for the five GPRD airports is carried out with the application of the Aviation Hub Model and the Airport Competitiveness Index. Together with the review of the development of hub-and-spoke operation strategies, the worldwide air freedom liberalization as well as the national and regional policies, the study highlights the implications and significance drawn from the analysis upon the HKIA and four other GPRD airports. A series of feasible recommendations will be provided on the future development of their positioning and functions. Such growth partly results from the construction or upgrading of a large number of airports including the new airports in Hong Kong and Macau which were opened in 1998 and 1996 respectively, and the existing airports in Singapore, Malaysia and Taiwan which continuously expand their capacities. Each of these airports aims at becoming a major air transport centre or hub of the region to stimulate the local economy. At present, the Hong Kong International Airport (HKIA) located at Chek Lap Kok in Lantau Island provides functional and cost efficient airport facilities with sufficient capacity to accommodate continued growth in passenger and cargo demand. i It acts as an aviation hub which enables airlines to carry passengers and cargoes to and from Hong Kong. Other airports in the Asia Pacific and Pearl River Delta Economic Region (PRD) are posing competitive pressures to affect the status of Hong Kong's position as Asia aviation hub. Besides, after the reversion of Hong Kong to China in 1997, Hong Kong has been more closely integrated with the PRD Region. It is small in area and population but dominant in the value of exports and gross national product when compared with the PRD Region. Under these situations, some questions are raised about the appropriateness of the location, capacity and cost of the HKIA and its continuing importance as an aviation hub in the region. Air traffic and the aviation industry have grown rapidly on the Chinese mainland in the two and a half decades since China's open door policy. Accession to the WTO will further stimulate trade and foreign direct investment (FDI), intensifying the demand for air cargo services.
