DOWNLOAD EBOOKThe Employment, Skills and Enterprise Scheme covers four initiatives: (i) Skill Conditionality aimed at improving take-up of help and support for those claimants with an identified skills need that is a barrier to them gaining and keeping employment; (ii) Service Academies will give pre-employment training and work experience leading to a guaranteed interview; (iii) the New Enterprise Allowance will promote self-employment under the guidance of a business mentor; (iv) the Work Programme will provide back to work support for a wide range of claimants. The Social Security Advisory Committee broadly welcomes the schemes, but believes they would be attractive to claimants without the sanctions-based conditionality attached to them. The Government does not agree with that key recommendation. Overall, the Government accepts or partially accepts ten, and rejects five, of the Committee's recommendations.
