Excerpt from The Financial History of Kansas, Vol. 5 I have used the words "financial history" in a somewhat broad sense. The subject includes, as I have treated it, a consideration of both state and local finances. The word municipality, as used throughout this discussion, applies to any local division of the State, whether a county, township, school district or city. These terms are defined here at the outset, since usage has not yet established uniform meanings for them. The aim of this work is similar to that of any other standard history, namely, to report and explain facts. It is an attempt, therefore, to trace as faithfully as possible the financial history of the State. Events bearing directly and indirectly on the financial life of the State are narrated and with as little trespassing as possible on the domain of political history. However, financial causes are not divorced from their effects, whether these effects be political, social or economic. The arrangement of the work is according to the topical and chronological requirements of the subject-matter. An appendix is given at the end, containing valuable statistical data, only part of which appear in the body of the work. A bibliography is also added, showing the sources of information. Itemized receipts and expenditures have not been tabulated in the usual form, the state system (or rather, lack of system) of accounting rendering such a tabulation useless. This group consisted Of George H. Stebbins and Lotan Smith of New York state and Joseph W. Kerr and George W. Barnes of New York City, rep resenting the American Settlement Company, and Dr. William F. Owen of Pennsylvania, representing the Western Pennsylvania Kan sas Company. They had traveled from St. Louis to Kansas City on the steamer Polar Star. Other passengers on this trip were Andrew H. Reeder, newly appointed governor of Kansas territory, and James M. Winchell of New York, Who settled in Osage county and later was president of the Wyandotte constitutional convention. Winchell accepted an invitation to accompany the exploratory party in their Search for a location for the new colony. A townsite actually had been selected in advance, and believing that it occupied the old Indian trading post Of Council Grove, about 140 miles out on the Santa Fe trail, the locating committee had al ready christened their new town Council City. However, they were not sure Of the exact location, and when they learned that Council Grove was situated on an Indian reservation and was not available for settlement they transferred the name of Council City to a new site. Excerpt from The Kansas Historical Quarterly, Vol. 1 By an act of congress of May 26, 1830, the United States government, as if in the belief that its domain embraced land enough for all its people to grow in, magnanimously set aside an indefinite area, some six hundred miles from north to south and two hundred miles in width, as Indian territory. To this region, which lay west of the territory of Arkansas and of the ten-year-old state of Missouri, extending northward to the Platte and Missouri rivers, all Indians from the eastern portion of the country were to be removed as rapidly as the government could persuade them to cede their ancestral lands and take other lands, far to the west, in exchange. The plan of the government seems to have been to make over these various Indian groups, once they had been transplanted to their new homes, into self-supporting communities. To this end, provision was made for teachers and missionaries to accompany them, and for agricultural tools and supplies, paid for out of funds held in trust for the Indians by the paternal government, to be distributed under the benevolent direction of agents appointed from Washington. The teachers were to teach the Indians their letters and the rudiments of civilized deportment. Farmers and artisans employed by the government were to teach them to plow, sow, and reap, and such elementary industrial arts as blacksmithing. Missionaries were to persuade them to give up the evil ways of barbarism and become Christians. Meanwhile, the evacuated Indian lands east of the Mississippi could be distributed to land-hungry pioneers. There is abundant record of how that grandiose plan, in its execution, fell somewhat short of expectations. And there would be no place for even a mention of it here except for the fact that one of the missionaries who accompanied a certain band of Indians into the far west had started life as a printer and in his new career combined printing with preaching. Jotham Meeker was the name of this printer-missionary. He had been born in or near Cincinnati, Ohio, November 8, 1804.
