DOWNLOAD EBOOKExcerpt from Egypt and the Egyptian Question To understand such conduct on the part of a Mudir, English readers must be informed that the chief duty of a provincial Governor in Egypt is not to prevent injustice or to increase the well - being of the inhabit ants, but to collect the full amount of the taxes, and to avoid giving unnecessary trouble to his superiors. Gladstone, when Prime Minister, said if one pledge can be more solemn and sacred than another, special sacredness in this case binds us to withdraw the British troops from Egypt. Lord Salisbury, when Prime Minister in 1889, sol emly assured Egypt and the world that Egypt would never be placed under a British protectorate or annexed by Great Britain.
