This book offers the first interpretive synthesis of the history of Andean peasants and the challenges of nation-making in the four republics of Colombia, Ecuador, Peru, and Bolivia during the turbulent nineteenth century. Nowhere in Latin America were postcolonial transitions more vexed or violent than in the Andes, where communal indigenous roots grew deep and where the 'Indian problem' seemed so daunting to liberalizing states. Brooke Larson paints vivid portraits of Creole ruling élites and native peasantries engaged in ongoing political and moral battles over the rightful place of the Indian majorities in these emerging nation-states. In this story, indigenous people emerge as crucial protagonists through their prosaic struggles for land, community, and 'ethnic' identity, as well as in the upheaval of war, rebellion, and repression in rural society. Highland Indians and the State in Modern Ecuador chronicles the changing forms of indigenous engagement with the Ecuadorian state since the early nineteenth century that, by the beginning of the twenty-first century, had facilitated the growth of the strongest unified indigenous movement in Latin America.Built around nine case studies from nineteenth- and twentieth-century Ecuador, Highland Indians and the State in Modern Ecuador presents state formation as an uneven process, characterized by tensions and contradictions, in which Indians and other subalterns actively participated. It examines how indigenous peoples have attempted, sometimes successfully, to claim control over state formation in order to improve their relative position in society. The book concludes with four comparative essays that place indigenous organizational strategies in highland Ecuador within a larger Latin American historical context. Highland Indians and the State in Modern Ecuador offers an interdisciplinary approach to the study of state formation that will be of interest to a broad range of scholars who study how subordinate groups participate in and contest state formation.
The Rights and Wrongs of Land Restitution: ‘Restoring What Was Ours’ offers a critical, comparative ethnographic, examination of land restitution programs. Drawing on memories and histories of past dispossession, governments, NGOs, informal movements and individual claimants worldwide have attempted to restore and reclaim rights in land. Land restitution programs link the past and the present, and may allow former landholders to reclaim lands which provided the basis of earlier identities and livelihoods. Addressing the practical and theoretical questions that arise, this book offers a critical rethinking of the links between land restitution and property, social transition, injustice, citizenship, the state and the market.
Throughout Latin America and the rest of the Third World, profound social problems are growing in response to burgeoning populations and unstable economic and political systems. In Peru, terrorist acts by the Shining Path guerilla movement are the most visible manifestation of social discontent, but rapid economic and religious changes have touched the lives of almost everyone, radically altering traditional lifeways. In this twenty-year study of the community of Quinua in the Department of Ayacucho, William Mitchell looks at changes provoked by population growth within a severely limited ecological and economic setting, including increasing conversion to a cash economy and out-migration, the decline of the Catholic fiesta system and the rise of Protestantism, and growing poverty and revolution. When Mitchell first began his field studies in Quinua in 1966, farming was still the Quinueños' principal means of livelihood. But while the population was increasing rapidly, the amount of arable land in the community remained the same, creating increased food shortfalls. At the same time, government controls on food prices and subsidies of cheap food imports drove down the value of rural farm production. These ecological and economic factors forced many people to enter the nonfarm economy to feed themselves. Using a materialist approach, Mitchell charts the new economic strategies that Quinueños use to confront the harsh pressures of their lives, including ceramic production, wage labor, petty commerce, and migration to cash work on the coat and in the eastern tropical forests. In addition, he shows how the growing conversion from Catholicism to Protestantism is also an economic strategy, since Protestant ideology offers acceptable reasons for redirecting the money that used to be spent on elaborate religious festivals to household needs and education. The twenty-year span of this study makes it especially valuable for students of social change. Mitchell's unique, interdisciplinary approach, considering ecological, economic, and population factors simultaneously, offers a model that can be widely applied in many Third World areas. Additionally, the inclusion of an entire chapter of family histories reveals how economic and ecological forces are played out at the individual level.
From 1980 to 1992, Maoist Shining Path rebels, Peruvian state forces, and Andean peasants waged a bitter civil war that left some 69,000 people dead. Using archival research and oral interviews, Before the Shining Path is the first long-term historical examination of the Shining Path's political, economic, and social antecedents in Ayacucho, the department where the Shining Path initiated its war. This study uncovers rural Ayacucho's vibrant but largely unstudied twentieth-century political history and contends that the Shining Path was the last and most extreme of a series of radical political movements that indigenous peasants pursued. The Shining Path's violence against rural indigenous populations exposed the tight hold of anti-Indian prejudice inside Peru, as rebels reproduced the same hatreds they aimed to defeat. But, this was nothing new. Heilman reveals that minute divides inside rural indigenous communities repeatedly led to violent conflict across the twentieth century.
