Forestry plays a minor but important role in the livelihoods of vulnerable population in Mongolia. The country has developed a Participatory Sustainable Forest Management (PSFM), integrating livestock raising with forestry. The project was designed to strengthen the PSFM process, thereby improving livelihoods and the ecological status of forests. The project reviewed the current forestry guidelines at both national and local government levels and forestry planning guidelines for Soum and Aimag levels were approved by the provincial Government promoting the participatory forest management (PFM). There were also advances to improve the policy and legal framework at national level, but lengthy policymaking process and need for increased inter-ministerial policy dialogues, among other issues, have challenged the full achievement of this outcome.

The project was designed to address the following interlinked barriers preventing sustainable land and forest management outcomes and building resilience to climate change in Kyrgyz mountain ecosystems: inadequate legal framework for sustainable forest and land management, inadequate land tenure reforms, outdated approaches to sustainable forest and land management, and limited capacity of local institutions. The project’s overall objective is to enhance the enabling environment in the forestry and agricultural sectors and sustain the flow of ecosystem services, including enhancement of carbon stocks in forests and agro-ecosystems through the sustainable management and enhanced productivity of mountainous silvo-agro-pastoral ecosystems, and to improve productivity and mountain livelihoods in the Kyrgyz Republic. Overall, the evaluation rated the project as “moderately satisfactory”, with several examples of positive new approaches introduced by the project into forestry, agriculture and pasture management. The evaluation included specific recommendations not only to FAO, but also to the national forestry service. One of the innovative recommendations is to revisit the project sites in five to ten years to check certain success factors, such as the tree survival rates.

The project's specific objective is to “evaluate, adapt, and implement relevant best practices derived from the successful management of Huangshan National Scenic Reserve to strengthen and upgrade the existing municipal system of protected areas (PAs).” This is to be achieved by adopting a tiered, sequential approach applied to different classes of Nature Reserves (NR) grouped to best benefit from project-supported activities in a cost-effective manner. Afghanistan’s high diversity of rangeland and forest ecosystems provide valuable goods and services for local communities. Unsustainable land and resource management practices, as well as climate changes, are accelerating the degradation of these ecosystems and affecting local livelihoods. FAO recognizes community based natural resource management (CBNRM) and Sustainable Biomass Energy Systems (SBES) as potential tools to address these issues, and implemented the project in the Parwan and Nangarhar provinces between August 2016 and July 2019. The evaluation presents the results of SBES and CBNRM in the project, both of which were succesful in reducing greenhouse gas emissions, as well as the policy and awareness raising results. It also assesses the security challenges behind the project management decision making, gender issues, and other barriers and risks that may prevent the progress of future projects.

The terminal evaluation serves a double purpose of (i) providing evidence on project performance (delivery of results) for accountability and transparency purposes, and (ii) promoting learning and knowledge sharing within FAO and GEF and among the global and national partners to strengthen the institutional and technical capacities of countries to meet the ETF requirements of the Paris Agreement. The evaluation used a combination of methods to gather information: document review, semi-structured interviews of pilot country representatives, other key stakeholders and CBIT-Forest Partners, and project management and Project Steering Committee members, as well as a brief survey targeted at pilot country partners. The mid-term evaluation of the project "Mainstreaming sustainable land development and management” was executed by the Guyana Land Survey Commission (GLSC), implemented by FAO and funded by the Guyana Reducing Emissions from Deforestation and Degradation (REDD+) Investment Fund (GRIF). Overall project effectiveness and efficiency is low: implementation is slow and few outputs and outcomes have been achieved. The main reasons are the poor communication and collaboration between GLSC and FAO, and insufficient delivery of their roles and responsibilities. Recently, improved communication between GLSC and FAO has generated better collaboration. The evaluation made a series of recommendations to improve project delivery during the remainder of the implementation period.
