Bridge the great divide between distanced administrative duties and daily classroom impact. This book introduces a top-down power mechanism called defined autonomy, a concept that focuses on district-defined, nonnegotiable, common goals and a system of accountability supported by assessment tools. Defined autonomy creates an effective balance of centralized direction and individualized empowerment that allows building-level staff the stylistic freedom to respond quickly and effectively to student failure.

This handbook presents findings of a study that examined the outcomes of the Chief Executive Officer Leadership Development Program, which was developed by the Center for Creative Leadership (CCL). The 1-year program was comprised of classroom sessions, coaching, journal writing, and learning projects. Data were derived from: (1) a pre-program survey and questionnaire of 38 participating superintendents; and (2) post-program interviews with the 38 participants and their facilitators, a post-questionnaire completed by participants, and analysis of student journals. Findings indicate that the superintendents improved their leadership competencies and self-awareness. Of the four superintendent subgroups that were identified, two--the New Perspectives subgroup and the Role Expansion subgroup--were more affected than administrators who were already highly effective or more control-oriented. The program, compared to other studies of this nature, resulted in two more prominent outcomes: the view of leadership as a shared responsibility and a broader view of their professional role. Implications of the findings for evaluation of leadership-development programs are: the use of multiple methods enriches analysis; evaluation studies should expect highly individualized outcomes; and evaluation studies provide opportunities for understanding the leadership-development process. Eleven tables and five figures are included. Appendices contain copies of the exit interviews and statistics on subgroup differences. Contains 53 references. (LMI)

As local elections and other occurrences can transform a board and its direction, having a performance review cycle to ensure that all board members understand the philosophy undergirding the superintendent’s evaluation is critical to ensuring that all members of the governing board are operating within a similar framework and purpose as they approach the superintendent’s evaluation cycle. Acknowledging that superintendents have the potential to grow in their professional capacity, revisiting the philosophical underpinnings of the evaluation over time ensures that the process does not remain static. Each chapter within this text is designed to develop the basis for understanding the superintendent’s evaluation process to create opportunities for an open and continuous dialogue between superintendents and school boards. This book will support those charged with leading and governing public schools to implement effective evaluations for both school boards and superintendents that provide an objective and summative collection of the superintendent’s annual performance and his/her relative impact on targeted success within a given school year.

Superintendent evaluation is a unique process that is often neglected but critical in this era of accountability. This invaluable guide provides an overview of the entire process, including: crafting board policy, criteria for good policy, and prototype policy. It identifies the unique challenges posed by the evaluation process and describes a three-tiered model of evaluation. This model is anchored in the professional standards for superintendency established by the American Association of School Administrators (AASA), the National School Boards Association (NSBA) Key Work of School Boards, the Interstate School Leaders Licensure Consortium (ISLLC) Standards, and the National Technology Standards for School Administrators. Numerous sample forms are included to assist school districts in creating a customized evaluation protocol to enhance performance. Suggestions on next steps for the reader conclude the book and additional resources are described in the annotated bibliography. This handbook will be of interest to superintendents, school board members, and professionals involved in the development and support of superintendents.

This position statement, coauthored by a joint committee composed of members of the American Association of School Administrators (AASA) and the National School Boards Association (ASBA), outlines a new cooperative relationship for superintendents and school boards. In light of the challenges that today's superintendents and school boards face, it is necessary that both parties examine their roles and responsibilities. This document describes the work of the joint committee, professional standards for the superintendency, and the governance role of school boards. It also highlights some societal changes that have affected public school governance and administration. Three major factors of the board-superintendent relationship include the nature of policy development and administration; the increasing influence of external factors on local district governance; and the discretionary authority granted to boards by their chief administrators. The specific responsibilities for boards and superintendents are outlined. Effective communication is identified as a key to a successful board-administrator relationship. (LMI)
