Papers from a September 1996 workshop provide a picture of the state of research in urban and regional planning evaluation, covering aspects such as methodological issues, analysis of practice, and epistemological and theoretical questions. Although different positions emerge, all authors share a common intention to link recent developments in planning theory with new approaches to evaluation research. They look at areas including communicative planning, complexity, sustainable development, natural and built environment preservation, and conservation of cultural and natural heritage. Evaluation in the Planning Process examines the role of evaluation in the overall planning process and the implications of evaluation for the organization and management of studies. Emphasis is placed on the nature of evaluation and the functions it should fulfill in the urban and regional planning process, as well as the interrelationships that should exist between evaluation and other planning activities. This book consists of 12 chapters organized into three sections. The first section focuses on principles governing the use of evaluation in the planning process and includes a model of general urban and regional planning. Various methods that are available for evaluating planning proposals are considered, with emphasis on the social cost-benefit approach and the planning balance sheet method. The chapters that follow explore the role of measurement in plan evaluation and review seven planning studies to critically examine UK experience in the application of evaluation methods to urban and regional planning problems. This book concludes by presenting the principles and guidelines for the short-listing of options and assessing the influence of various practical circumstances on the planning process. Some final recommendations on the organization and structure of the planning process, and the nature and role of evaluation within it, are offered. This book is intended for specialists, planners, and those who are engaged in the task of aiding decisions on urban and regional planning problems. This text will appeal especially to those who are concerned with formulating planning processes and with the management of studies.

Originally published in 1987, this title reviews and evaluates the methodologies suitable for highway evaluation, along with the UK transport supplementary grant and TPP (Transport Policies and Programme) system. Examples of current UK practice are briefly described, with more details being given of the technique of priority ranking used in the case study area of the West Midlands. Multi criteria approaches are reviewed in chapter two. Chapter three looks at the choice of highway data input in the light of those available, and the practical structure of factorial analysis applied to the case study area. The book covers following issues: computer structure and requirements; highway problem data; referencing methods; site definition; and weighting methods. The results from this study are described and then analysed by classical factorial analysis. The implications of the technique for the TPP preparation process, for the derivation of priorities, and the highway evaluation process as a whole are given. Specific techniques, such as factorial analysis, bridge problem and bus aid ranking, highway capacity calculations and sensitivity testing, as well as the computer programs used (March and COBA) are described in greater detail in the appendices.

This publication provides guidance on how governments and utilities in the Greater Mekong Subregion (GMS) can develop sustainable power development plans based on current international best practices. It outlines how the integration of strategic environmental assessments to an integrated resource planning approach can enable power development plans to explore or better manage renewable energy sources efficiently. It also discusses the benefits and key principles of this approach, with technical guidelines for each of the six GMS countries and tools aimed for use by practitioners in Asia and beyond.
