This book shows that Hong Kong’s protests from June to December 2019 originated from not only an attempt to extradite a Hong Kong man involved in a Taiwan murder case, but also China’s effort at extraditing corrupt mainlanders who laundered dirty money in the territory. The mixture of peaceful and violent protests was due to the snowballing effect of protestors-police confrontations, the imbalanced way in which police exercised their power, and protestors’ strategies. The protests triggered the national security concerns of Beijing, which mobilized the People’s Armed Police to Shenzhen as a warning rather than sending them openly to Hong Kong to avoid undermining the image of “one country, two systems.” The entire debate raised the concerns of Washington, Taiwan, and foreign governments, heightening Beijing’s sensitivity. After the bill was withdrawn, the anti-extradition movement has become anti-police and anti-mainland, constantly challenging the legitimacy of the Hong Kong government and Beijing. As the waves of Occupy movements gradually recede, we soon forget the political hope and passions these events have offered. Instead, we are increasingly entrenched in the simplified dichotomies of Left and Right, us and them, hating others and victimizing oneself. Studying Hong Kong’s Umbrella Movement, which might be the largest Occupy movement in recent years, The Appearing Demos urges us to re-commit to democracy at a time when democracy is failing on many fronts and in different parts of the world. The 79-day-long Hong Kong Umbrella Movement occupied major streets in the busiest parts of the city, creating tremendous inconvenience to this city famous for capitalist order and efficiency. It was also a peaceful collective effort of appearance, and it was as much a political event as a cultural one. The urge for expressing an independent cultural identity underlined both the Occupy movement and the remarkably rich cultural expressions it generated. In the autumn of 2014, thousands of people, young and educated in their majority, occupied the chief business district and seat of the government in Hong Kong. The protest, known as the Umbrella Movement, called for ‘genuine democracy’, as well as a fairer social and economic system. The book aims to provide a dynamic framework to explain why socioeconomic forces converged to produce such a situation. The origin of political modernity has long been tied to the Western history of protest and revolution, the currents of which many believe sparked popular dissent worldwide. Reviewing nearly one thousand instances of protest in China from the eighteenth to the early-nineteenth centuries, Ho-fung Hung charts an evolution of Chinese dissent that stands apart from Western trends. Hung samples from mid-Qing petitions and humble plaints to the emperor. He revisits rallies, riots, market strikes, and other forms of contention rarely considered in previous studies. Drawing on new world history, which accommodates parallels and divergences between political-economic and cultural developments East and West, Hung shows how the centralization of political power and an expanding market, coupled with a persistent Confucianist orthodoxy, shaped protesters' strategies and appeals in Qing China. This unique form of mid-Qing protest combined a quest for justice and autonomy with a filial-loyal respect for the imperial center, and Hung's careful research ties this distinct characteristic to popular protest in China today. As Hung makes clear, the nature of these protests prove late imperial China was anything but a stagnant and tranquil empire before the West cracked it open. In fact, the origins of modern popular politics in China predate the 1911 Revolution. Hung's work ultimately establishes a framework others can use to compare popular protest among different cultural fabrics. His book fundamentally recasts the evolution of such acts worldwide.
In 2014, the Sunflower Movement in Taiwan grabbed international attention as citizen protesters demanded the Taiwan government withdraw its free-trade agreement with China. In that same year, in Hong Kong, the Umbrella Movement sustained 79 days of demonstrations, protests that demanded genuine universal suffrage in electing Hong Kong’s chief executive.
