Hugh P. Possingham Landscape-scale conservation planning is coming of age. In the last couple of decades, conservation practitioners, working at all levels of governance and all spatial scales, have embraced the CARE principles of conservation planning – Comprehensiveness, Adequacy, Representativeness, and Efficiency. Hundreds of papers have been written on this theme, and several different kinds of software program have been developed and used around the world, making conservation planning based on these principles global in its reach and influence. Does this mean that all the science of conservation planning is over – that the discovery phase has been replaced by an engineering phase as we move from defining the rules to implementing them in the landscape? This book and the continuing growth in the literature suggest that the answer to this question is most definitely ‘no. ’ All of applied conservation can be wrapped up into a single sentence: what should be done (the action), in what place, at what time, using what mechanism, and for what outcome (the objective). It all seems pretty simple – what, where, when, how and why. However stating a problem does not mean it is easy to solve.
The Endangered Species Act (ESA) is a far-reaching law that has sparked intense controversies over the use of public lands, the rights of property owners, and economic versus environmental benefits. In this volume a distinguished committee focuses on the science underlying the ESA and offers recommendations for making the act more effective. It has become clear during recent global deliberations on biodiversity conservation that achieving Protected Area (PA) financial sustainability will require major changes in the way that PA funding is conceptualized, captured and used. With many, if not most, PAs facing funding crises, both in terms of the amount of funds available and how those are used, there is an urgent need to expand and diversify PA financial portfolios, and to ensure that funding reaches the groups and activities essential for biodiversity conservation. A range of innovative financing mechanisms have been developed and implemented to increase funding for PAs. This document aims to review and assess the status of a variety of these mechanisms, the major obstacles and opportunities for their implementation, and the potential for improvement.
IUCN's Protected Areas Management Categories, which classify protected areas according to their management objectives, are today accepted as the benchmark for defining, recording, and classifying protected areas. They are recognized by international bodies such as the United Nations as well as many national governments. As a result, they are increasingly being incorporated into government legislation. These guidelines provide as much clarity as possible regarding the meaning and application of the Categories. They describe the definition of the Categories and discuss application in particular biomes and management approaches.
Recognizing the importance of wetland protection, the Bush administration in 1988 endorsed the goal of "no net loss" of wetlands. Specifically, it directed that filling of wetlands should be avoided, and minimized when it cannot be avoided. When filling is permitted, compensatory mitigation must be undertaken; that is, wetlands must be restored, created, enhanced, and, in exceptional cases, preserved, to replace the permitted loss of wetland area and function, such as water quality improvement within the watershed. After more than a dozen years, the national commitment to "no net loss" of wetlands has been evaluated. This new book explores the adequacy of science and technology for replacing wetland function and the effectiveness of the federal program of compensatory mitigation in accomplishing the nation's goal of clean water. It examines the regulatory framework for permitting wetland filling and requiring mitigation, compares the mitigation institutions that are in use, and addresses the problems that agencies face in ensuring sustainability of mitigated wetlands over the long term. Gleaning lessons from the mixed results of mitigation efforts to date, the book offers 10 practical guidelines for establishing and monitoring mitigated wetlands. It also recommends that federal, state, and local agencies undertake specific institutional reforms.
