Excerpt from Reports to the General Assembly of Illinois, 1892, Vol. 4 Owing to the fact that the sewers of this institution empty into the river above the city of Chester, it is necessary to go above or west of the prison in order to get ure water; and if the city of Chester or its citizens are compe led to go beyond the lands owned by the State it will place the plant too far from the city to be a profitable investment for those who undertake the work. This fact together with the many benefits that may accrue to this institution would, in our opinion, justify the leasing of the necessary ground for the plant. We believe that such a company could furnish this institution with ice for prob ably one-half the cost it is put to annually for this necessary commodity. And we are inclined to believe that it could furnish water at. Less expense to the State than heretofore, especially when the security a well equipped and operated waterworks would afford the institution in case of fire.
