Excerpt from Report of the Hon. Bird S. Coler, President of the Borough of Brooklyn: For the Year Ending December 31, 1906 The co-operation of the City and borough departments is greatly appreciated, as they are constantly furnishing us with valuable information, instructions having been issued by the heads of these departments to the construction forces in the field to carefully locate all substructures exposed by them along the lines of construction. In closing it might be well to add that it is proposed in the near future to charge a moderate fee for furnishing subsurface information, and furthermore that this sys tem will, within a few years, not only make the division self-sustaining but a revenue earner. I believe I am conservative in making this statement, as the Division of Substructures in the City of Philadelphia has since 1899 made a net profit of Of course this division has been in existence for at least twenty years, if not longer, and has practically mapped the entire city.
