DOWNLOAD EBOOKThis report summarizes the methodology developed for the evaluation of excess capacity available on arterial streets and frontage roads for use during diversion of freeway traffic to alleviate recurring and non-recurring congestion. An evaluation of the IH-10/Fredericksburg Road corridor in San Antonio was performed to determine the excess capacity available for diverted traffic during the peak and off-peak periods. A simulation study was also performed to investigate the amount of diversion and its benefits to the corridor during the recurring P.M. peak hour congestion in the IH-10/Fredericksburg corridor in San Antonio. An investigation of guidelines for the use of Changeable Message Signs on arterials and past experience with their use was also performed in this study.
