The major goal of the Design Team was to identify and evaluate proposals to increase airport capacity, improve airport efficiency, and minimize delays during reconstruction of runways, and reduce aircraft delays through 1) assessing the current airport capacity; 2) examining the causes of delay associated with the airfield, the immediate airspace, and the apron and gate-area operations; 3) evaluating capacity and delay benefits of alternative airfield improvements, facilities and equipment improvements, operational improvements, and user or policy improvements. The Design Team limited its analyses to aircraft activities within the terminal area airspace and on the airfield. They considered the operational benefits of the proposed airfield improvements, but did not address environmental, socioeconomic, or political issues regarding airport development.--P. 16.
