Because motor vehicle accidents and fatalities continue to increase, with a corresponding increase in costs, this paper explores programs designed to train and re-educate drivers to use safe driving techniquies. The Missouri Traffic Law Systems Plan outlines two driver improvement programs which can be used by traffic courts throughtout the state. These programs will be discussed in this paper and include the National Safety Council's Defensive Driving Course (DDC) and the Alcohol Related Traffic Offender Program (ARTOP). The Traffic Law System office is in a position to assist courts in establishing these programs. Another program that is discussed in this paper is the driver and traffic safety education program, which is important in regard to the number of accident injuries and fatalities as the highest percentage of motor vehicle accidents in Missouri is known to be caused by the people within the range of 15-24.

Every day thousands of people are killed and injured on our roads. Millions of people each year will spend long weeks in the hospital after severe crashes and many will never be able to live, work or play as they used to do. Current efforts to address road safety are minimal in comparison to this growing human suffering. This report presents a comprehensive overview of what is known about the magnitude, risk factors and impact of road traffic injuries, and about ways to prevent and lessen the impact of road crashes. Over 100 experts, from all continents and different sectors -- including transport, engineering, health, police, education and civil society -- have worked to produce the report. Charts and tables.
