Mongolia was one of the East Asian economies hardest hit by the global downturn, as copper prices collapsed and external demand fell. This Economic Retrospective highlights the key economic, financial and policy developments in the country during the crisis and recovery over 2008 to 2010. In particular, it offers a closer look at the weaknesses in the economic structure and policy environment that lay at the heart of downturn, and which amplified the external shock due to the collapse in global commodity prices from mid-2008. The Retrospective offers valuable insights into how an inappropriate policy mix can culminate in macroeconomic instability. In Mongolia s case, a combination of expansive fiscal and monetary policy during the boom years, a de facto peg to the US dollar, and an overheating financial sector triggered a loss of confidence in the banking sector, large reserve losses and deposit flight, and caused a large fiscal and balance of payments shock that necessitated assistance by the IMF and other donors. Although the economy has rebounded since the end of 2009 and the successful negotiation of the Oyu Tolgoi (OT) mining project has helped transform the medium to long-term outlook, there remain sizeable policy challenges. In particular, the looming mining boom brings the risks of Dutch disease effects and a return to the profligate populism of the past. In the near term significant fiscal financing risks remain until revenues from OT are realized. In particular, this Retrospective discusses the need for continued fiscal consolidation and how the adoption of the planned fiscal stability law should help manage the upcoming mining boom. Meanwhile, ongoing solvency problems in the banking sector need to be resolved quickly and transparently to prepare the sector for the upturn in economic activity.

This book examines China’s relations with its weak peripheral states through the theoretical lens of structural power and structural violence. China’s foreign policy concepts toward its weak neighbouring states, such as the ‘One Belt, One Road’ strategy, are premised on the assumption that economic exchange and a commitment to common development are the most effective means of ensuring stability on its borders. This book, however, argues that China’s overreliance on economic exchange as the basis for its bilateral relations contains inherently self-defeating qualities that have contributed and can further contribute to instability and insecurity within China’s periphery. Unequal economic exchange between China and its weak neighbours results in Chinese influence over the state’s domestic institutions, what this book refers to as ‘structural power’. Chinese structural power, in turn, can undermine the state’s development, contribute to social unrest, and exacerbate existing state/society tensions—what this book refers to as ‘structural violence’. For China, such outcomes lead to instability within its peripheral environment and raise its vulnerability to security threats stemming from nationalism, separatism, terrorism, transnational organised crime, and drug trafficking, among others. This book explores the causality between China’s economically-reliant foreign policy and insecurity in its weak peripheral states and considers the implications for China’s security environment and foreign policy. This book will be of much interest to students of Chinese politics, Asian security studies, international political economy and IR in general.

First published in 2004. The Mongols are one of the great peoples in the history of High Asia. Their name has been familiar over the whole of the old world for close on eight hundred years. Yet at the most generous estimate it would be anachronistic to speak of a Mongol state, in the modern sense of the word, as existing before the end of 1911. The imperial adventure under Genghis Khan and his successors left the Mongols exhausted and disunited politically, and in the seventeenth century they fell, piecemeal, under Manchu domination which continued for over two hundred years. This study looks at the Mongol society as it was during the comparatively static two centuries between the final submission to the Manchus in 1691 and the national revolution of 1911. The second part of the book describes the dynamic course of events since that revolution and more especially since the second, Soviet-inspired, revolution which began in 1921.
