DOWNLOAD EBOOKVisual informatics is a field of interest not just among the information technology and computer science community, but also other related fields such as engineering, me- cal and health informatics and education starting in the early 1990s. Recently, the field is gaining more attention from researchers and industry. It has become a mul- disciplinary and trans-disciplinary field related to research areas such as computer vision, visualization, information visualization, real-time image processing, medical image processing, image information retrieval, virtual reality, augmented reality, - pressive visual mathematics, 3D graphics, multimedia-fusion, visual data mining, visual ontology, as well as services and visual culture. Various efforts has been - vested in different research, but operationally, many of these systems are not pro- nent in the mass market and thus knowledge and research on these phenomena within the mentioned areas need to be shared and disseminated. It is for this reason that the Visual Informatics Research Group from Universiti - bangsaan Malaysia (UKM) decided to spearhead this initiative to bring together experts in this very diversified but important research area so that more concerted efforts can be undertaken not just within the visual informatics community in Malaysia but from other parts of the world, namely, Asia, Europe, Oceania, and USA. This first International Visual Informatics Conference (IVIC 2009) was conducted collaboratively, by the visual informatics research community from the various public and private institutions of higher learning in Malaysia, and hosted by UKM.

DOWNLOAD EBOOKToday a general mood of pessimism surrounds Western efforts to strengthen elections and democracy abroad. If elections are often deeply flawed or even broken in many countries around the world, can anything be done to fix them? To counter the prevailing ethos, Pippa Norris presents new evidence for why programs of international electoral assistance work. She evaluates the effectiveness of several practical remedies, including efforts designed to reform electoral laws, strengthen women's representation, build effective electoral management bodies, promote balanced campaign communications, regulate political money, and improve voter registration. Pippa Norris argues that it would be a tragedy to undermine progress by withdrawing from international engagement. Instead, the international community needs to learn the lessons of what works best to strengthen electoral integrity, to focus activities and resources upon the most effective programs, and to innovate after a quarter century of efforts to strengthen electoral integrity.

DOWNLOAD EBOOKThe election on 9 May 2018 ended six decades of rule by the ruling coalition in Malaysia (Barisan Nasional or BN, formerly the Alliance). Despite this result, the BN’s longevity and resilience to competition is remarkable. This book explores the mechanisms behind the emergence, endurance, fight for survival and decline of the party’s dominance. Using a systematic analysis of key resources (budgets, posts, and seats), Washida challenges the conventional argument that a punitive threat to exclude opposition supporters from distributive benefits sustained the loyalty of the masses as well as the elites. He also calls into question whether the mere existence of party organization in and of itself enables leaders to credibly commit to power-sharing. Instead he posits a theory of mobilization agency, in which a party leader needs to design an effective incentive mechanism. In addition, he explains how the BN had manufactured legislative dominance by tactical gerrymandering and malapportionment. The insights drawn from the Malaysian case can help deepen our understanding of the rise and fall of authoritarian parties and distributive politics in general.
