The identification of hazardous waste disposal sites at military installations was directed by Defense Environmental Quality Program Policy Memorandums. Phase I constitutes a records search to determine the potential, if any, for off base migration of toxic or hazardous wastes as a result of past operations and disposal activities. The final report reveals no direct evidence of off base pollution migration. However, it has been recommended that several areas receive additional attention to determine if pollution migration exists.

As part of the ongoing Installation Restoration Program at Beale Air Force Base, California, 24 sites of concern have been identified. During the IRP Stage 2-1 Remedial Investigation, which is the subject of this technical report, 16 of the 24 sites were investigated through sampling and analysis of environmental media. Two of the 24 sites were investigated using surface geophysics only, and 1 of the sites was the subject of records search activities only. The remaining 5 sites did not receive any IRP actions during IRP Stage 2-1. This technical report summarizes the activities accomplished and results obtained during IRP Stage 2-1 Remedial Investigation, through four quarterly rounds of water sampling. Included in this report are discussions of the IRP program origin and objectives, environmental setting of Beale AFB, field and laboratory investigation methods, results obtained, and recommendations for future IRP actions. The search of USAF, state and federal agency records and interviews with past and present base personnel and agency representatives was conducted to identify past hazardous waste generation and disposal practices at Vandenberg AFB, California. The AFB is located on the south central California coast, approximately 140 miles northwest of Los Angeles, 275 miles south of San Francisco, and 55 miles northwest of Santa Barbara. Eighteen sites were identified as having the potential for environmental contamination and have been evaluated using the HARM system. Follow-on recommendations include site clean-up and closure, confirmation studies in the vicinity of past spill sites, and enhanced protection of local surface waters. The overall objective of the Phase II investigation is to define the magnitude, extent, direction, and rate of movement of identified contaminants in the ground water. A series of staged field investigations may be required to meet this objective. The contractor shall recommend any additional investigations required beyond this stage including an estimate of costs. The objective of this survey was to confirm and quantify the presence and extent of contamination at 18 sites: West Drainage, Photo Waste Injection, FPTA, Battery Shop, SR-71 Shelter, Landfill 2, Biological Production, J-57 Test Cell, Entomology Building 2560, J-58 Test Cell, AGE Maintenance, Entomology Building 440, Landfill 1, Transformer Drainage, Landfill 3, EOD Disposal, Bulk Fuels Storage and Best Slough. Twenty groundwater monitoring wells were drilled and installed (using air rotary with casing hammer drilling and steel well construction). These wells, plus four existing monitoring wells and base production wells are sampled twice and analyzed for volatile organics and other parameters. In addition, 49 auger borings were drilled, 69 hand samples and bottom sediments were collected from 47 locations and surface waters were collected from eight locations. A geophysical survey was performed on one site.
