The Institute of Medicine carried out a study mandated by Congress and sponsored by the Department of Veterans Affairs to provide an assessment of several issues related to noise-induced hearing loss and tinnitus associated with service in the Armed Forces since World War II. The resulting book, Noise and Military Service: Implications for Hearing Loss and Tinnitus, presents findings on the presence of hazardous noise in military settings, levels of noise exposure necessary to cause hearing loss or tinnitus, risk factors for noise-induced hearing loss and tinnitus, the timing of the effects of noise exposure on hearing, and the adequacy of military hearing conservation programs and audiometric testing. The book stresses the importance of conducting hearing tests (audiograms) at the beginning and end of military service for all military personnel and recommends several steps aimed at improving the military services' prevention of and surveillance for hearing loss and tinnitus. The book also identifies research needs, emphasizing topics specifically related to military service.

This manual is one of a series of manuals for aviation and ground personnel who perform helicopter sling load missions ashore or aboard ship. These manuals are a coordinated effort of the US Army, US Marine Corps, US Navy, US Air Force, and US Coast Guard. All services participate in the sling load certification program begun by the Army in 1984. These manuals include standardized rigging procedures and other information from that program. Efforts were made to standardize ground crew and hookup procedures and terminology. The terms "helicopter" and "aircraft" refer to vertical lift aircraft that participate in sling load operations. Where service-unique requirements apply to an entire chapter or body of text, the service initials are at the beginning of the chapter or text. Otherwise the initials are at the end of the applicable sentence. The information in this manual will familiarize personnel with the sling sets, cargo nets, and other sling load equipment in the DOD inventory. It will also acquaint them with the helicopters used for sling load and provide basic procedures for rigging and hooking up loads. Rigging equipment and procedures described in this manual may not be authorized for all aircraft or services because of equipment or service restrictions. This manual does not provide details on aviation operations nor does it present detailed data that is normally contained in unit standing operating procedures (SOPs). When the enemy adopts a policy to attack convoys, truck drivers become front line troops. Convoy commanders must then become tacticians. How to study war? The student of tactics studies previous fights and mentally places himself in the position of the participants. Knowing what they knew, how would he have reacted? In hind sight, what was the best course of action, remembering that there is no one perfect solution? Any number of actions would have succeeded. The tactician must learn what would have worked best for him. For this reason, I have pulled together all the examples of convoy ambushes. The 20th century, Vietnam War, and current war in Iraq provide a wealth of examples of convoy ambushes from which to study. Unfortunately, the US Army did not record many good accounts of ambushes during the Vietnam War. Much of what is presented in this text is based upon oral interviews of the participants, sometimes backed by official record, citations or reports. For this reason, some of the ambush case studies present only the perspective of a crew member of a gun truck or the convoy commander. Since this academic study works best when one mentally takes the place of one of the participants, this view of the ambush serves a useful purpose. After my own review of the ambushes, I have drawn my own conclusion as to what principles apply to convoy ambushes.
The U.S. Army is undergoing a major transformation to ensure that its future capabilities meet the needs of the nation. One element of its transformation strategy is the recapitalization (RECAP) program, which entails rebuilding and selectively upgrading 17 systems. The program has continuously evolved, with ongoing decisionmaking about what types of system modifications will occur and the scale of programs. Greater insight into aging effects can facilitate such decisions. This report describes regression analyses carried out to assess how vehicle age relates to annual repair costs and availability (or, conversely, downtime) for High-Mobility Multipurpose Wheeled Vehicles (HMMWVs). The study found that estimated repair costs and downtime increase with vehicle age, with the strength of both effects tapering off slightly for older vehicles. The study also found that vehicle usage, location, and variant type have significant effects. These estimated cost-versus-age and downtime-versus-age relationships were embedded in a vehicle replacement model that, given assumptions about the cost and effectiveness of RECAP, can be used to estimate the timing recommended for RECAP and replacement of HMMWVs. The model results indicate that the Army might be able to achieve modest life-cycle cost savings by replacing some HMMWV variants at an age lower than the current average fleet age, but the savings from RECAP will depend on the program's costs and its effectiveness in reducing future vehicle maintenance costs and downtime.
