An ongoing process for monitoring and updating the statewide assessment of local roadway needs was never established, and the issues identified during the three previous needs assessments have not been resolved. This report presents a workable needs assessment methodology with recommendations for resolving local assessment issues. The methodology uses existing reporting processes, can be updated cost-effectively, provides for quality assurance, and is designed to fit with the statewide plan.
