Health, the thematic focus of this report, explores an additional three dimensions - health status (including mental health), health behaviours and access to health services. It also provides a gender and intersectional analysis of SRH and the COVID-19 pandemic. Chapter 1 presents the results of the Gender Equality Index 2021, and key trends since 2010 and since the 5th edition of the Index. The convergence analysis reveals an evolution of disparities on gender equality across Member States and provides a broader context for the main findings. Chapters 2-7 summarise the policy context, key outcomes of core domains and COVID-19's toll on gender equality in those areas. Developments in the domain of violence are covered in Chapter 8, while the thematic focus on health is explored in Chapter 9.

Women, Business and the Law 2021 is the seventh in a series of annual studies measuring the laws and regulations that affect women’s economic opportunity in 190 economies. The project presents eight indicators structured around women’s interactions with the law as they move through their lives and careers: Mobility, Workplace, Pay, Marriage, Parenthood, Entrepreneurship, Assets, and Pension. This year’s report updates all indicators as of October 1, 2020 and builds evidence of the links between legal gender equality and women’s economic inclusion. By examining the economic decisions women make throughout their working lives, as well as the pace of reform over the past 50 years, Women, Business and the Law 2021 makes an important contribution to research and policy discussions about the state of women’s economic empowerment. Prepared during a global pandemic that threatens progress toward gender equality, this edition also includes important findings on government responses to COVID-19 and pilot research related to childcare and women’s access to justice.

"The European Union now has its first Index, created by the European Institute for Gender Equality (EIGE), that gives a comprehensive measure of gender equality in the EU and Member States based on the EU policy framework. The Gender Equality Index will complement the work of the EU and MS in promoting and realising gender equality as one of the fundamental values of the EU and will provide evidence for future policy improvements. The Gender Equality Index shows that the European Union is only halfway towards a gender-equal society, with an average EU score of 54 (where 1 stands for no gender equality and 100 for full gender equality)."--Editor.

This paper considers various dimensions and sources of gender inequality and presents policies and best practices to address these. With women accounting for fifty percent of the global population, inclusive growth can only be achieved if it promotes gender equality. Despite recent progress, gender gaps remain across all stages of life, including before birth, and negatively impact health, education, and economic outcomes for women. The roadmap to gender equality has to rely on legal framework reforms, policies to promote equal access, and efforts to tackle entrenched social norms. These need to be set in the context of arising new trends such as digitalization, climate change, as well as shocks such as pandemics.

'If the pandemic taught us one thing, it is that time is precious. And caring for someone you love is the most precious time of all,' Commission President Ursula von der Leyen noted in her State of the European Union speech in September 2021. It was an indication of COVID-19 bringing formal and informal care to the fore, exposing the frailty of a sector vital to life and well-being. Social isolation, school closures and movement restrictions keeping people within their homes led to unprecedented informal care needs and work–life tensions for people looking after others. Women and lone parents, mostly mothers, have borne the brunt of the upheaval, including the more acute socioeconomic consequences of the COVID-19 crisis. The service sector, with high female employment rates, was among the hardest hit, and the working conditions of front-line women workers were severely impacted. Coupled with the ongoing war in Europe, with its immense impact on the economy and people’s lives, the developments in gender equality over the last several years have now taken a turn for the worse, and the threat to future progress is real.

Women perform 66% of the world's work, produce 50% of the food, but earn 10% of the income and own 1% of the property. To shed light on why this grim statistic still holds true, Women, Business and the Law aims to examine legal differentiations on the basis of gender in 143 of the world's economies. Women, Business and the Law tracks governments' actions to expand economic opportunities for women across six key areas: accessing institutions, using property, getting a job, providing incentives to work, building credit and going to court. The report uncovers legal differentiations for women and married versus unmarried women such as being able to register a business, open a bank account and work at night. These issues are of fundamental importance. When, because of tradition, social taboos or simple prejudice, half of the world's population is prevented from making its contribution to the life of a nation, the economy will suffer. The empirical evidence does suggest that, slowly but surely, governments are making progress in expanding opportunities for women. It is our hope that data presented in Women, Business and the Law will both facilitate research on linkages between legal differentiation and outcomes for women, and promote better informed policy choices on what governments can do to expand opportunities for women.
