Foreign humanitarian assistance (FHA) activities conducted by US Armed Forces range from steadystate program activities supporting geographic combatant commanders (GCC) security cooperation and related programs to conducting limited contingency operations in support of another United States Government (USG) department or agency. FHA activities include foreign disaster relief (FDR) and other activities that directly address a humanitarian need. FHA operations can be supported by other activities conducted by US military forces or they may be conducted concurrently with other types of related operations and activities such as dislocated civilian support, security operations, and foreign consequence management. FHA operations (including FDR operations) are normally conducted in support of the United States Agency for International Development (USAID) or the Department of State (DOS). FHA provided by US forces is limited in scope and duration; designed to supplement or complement the efforts of the host nation (HN) that has the primary responsibility for providing that assistance; and may support other USG departments or agencies. Although US military forces are organized, trained, and equipped to conduct military operations that defend and protect US national interests, their inherent, unique capabilities may be used to conduct FHA activities.

U.S. Government (USG) agencies provide foreign humanitarian assistance (FHA) every year to disaster victims around the world. The ability to rapidly provide humanitarian aid serves America's national interests, but USG interagency coordination for FHA remains ad hoc at the operational level. For its part, the U.S. military is not fully prepared for the unique operational challenges of FHA. Consequently, valuable time is often lost improvising a USG response after a crisis occurs. The operational-level framework for a USG response must be in place before a foreign disaster strikes. The principles and functions of FHA are distinctive at the operational level, and participating USG agencies have unique roles and responsibilities for organizing FHA operations. Unfortunately, the lack of interagency guidance has promoted an ad hoc approach to organizing FHA operations that has hampered past relief efforts. Several measures can be taken in order to better prepare for future FHA operations. These include pre-designating and training the Joint Task Force (JTF) commander and staff for FHA; developing interagency doctrine for organizing FHA operations; and over the long term, forming a standing Joint Interagency Task Force (JIATF) for FHA.

United States military involvement in foreign humanitarian assistance operations should meet strategic parameters that support U.S. national security interests. Foreign humanitarian assistance demonstrates U.S. goodwill and support for national governments in times of need, and also offers the United States an opportunity to demonstrate U.S. values abroad, support human rights, and enhance regional security. If not orchestrated in the context of pursuing national security interests, U.S. military involvement in foreign humanitarian assistance operations can largely be ineffectual opportunities that consume precious and ever scarcer resources, overextend the military, and often put Americans in danger. U.S. military foreign humanitarian assistance operations, a powerful and effective non-kinetic element of national power, should be grounded in U.S. strategic purpose and used judiciously to mitigate human suffering in the event of natural or man-made disasters. This book will review relevant terms and definitions as well as discuss the theories of Realism and Idealism in international relations. Analysis of current U.S. strategic guidance establishes the contemporary context of U.S. military involvement in foreign humanitarian assistance operations. Two historical case studies will be presented: the Berlin Airlift (1948-1949) and Somalia (1992-1994). The analysis of these case studies will illustrate how well the operations supported U.S. national security interests. The analysis will also provide a basis for recommendations to define parameters for U.S. policymakers that link U.S. military involvement in foreign humanitarian assistance operations to U.S. national security interests.
