This report presents the recommendations and findings from a study of the feasibility of establishing a program for collecting and reporting commodity flow information for the Montana Department of Transportation (MDT). Historically, the MDT has had a strong interest in ensuring that there is a good data base from which to determine Montana freight transportation needs. This has resulted in the collection and reporting of freight related information as part of statewide planning, rail planning, special studies, and in an ongoing traffic monitoring program by MDT. MDT managers and a sample of freight transportation providers were interviewed to identify MDT commodity flow data requirements. The focus of the study is on commodity flow information and not freight or goods movement information. The interview results provide perspective on data requirements at each level of the organization. The interview findings, and the evaluation of MDT ongoing goods movement related planning, indicate that MDT commodity flow data requirements are largely met, and that the principal unmet requirements are for a better baseline of information on current and future goods movement. It is not recommended that MDT proceed with conducting a commodity flow data collection and study, as the information collected would have only a narrow use in the department.

This report from the second Strategic Highway Research Program (SHRP 2), which is administered by the Transportation Research Board of the National Academies, presents the process used to develop a strategic plan aimed at improving the state of the practice in freight demand modeling and freight data. The need for this plan is identified through the increasing number of freight bottlenecks found throughout the U.S. highway network, demonstrating that more information is needed on freight flows and their relation to highway capacity planning. The report documents the research approach and findings during the development of the C20 Strategic Plan, which is available on the TRB website. The report also includes documentation of the Innovations in Freight Demand Modeling and Data Symposium, a pilot effort initiated in September 2010.

This study considers the feasibility of options for a new system of charging for road use in the UK, in order to make better use of road capacity and to help reduce traffic congestion. This would mean moving away from the current motoring taxation system and introducing a variable charging system depending on the level of road congestion. Issues discussed include: public attitudes, travel trends, options for national road pricing, institutional aspects of implementation, possible interim options to a national scheme, including the UK lorry road user charging scheme and local congestion charging pathfinder schemes. Amongst the report's conclusions, it finds that national road pricing is becoming feasible in the medium-term (in 10 to 15 years) and could meet the Government's objectives. However, its successful implementation requires the promotion of a greater degree of public acceptance. Although a national scheme is still some years off, a number of practical steps can be taken now in preparation, including promoting a public debate to inform and raise awareness, with research into road users' behaviour and implications for business; working with car manufacturers in the development of vehicle technology standards; and working with local authorities on introducing local charging schemes to tackle congestion problems. This document is published alongside the Transport White Paper "The future of transport: a network for 2030" (Cm. 6234, ISBN 0101623429).

In this research, a feasibility study to develop an Idaho statewide transportation model is conducted. Review of statewide transportation models from Florida, Wyoming, Michigan, Vermont, Indiana, and Pennsylvania is conducted to summarize the most appropriate procedure for developing a statewide model. On the local level, the transportation planning effort in Idaho is reviewed. This effort includes review of the metropolitan planning organization models as well as Idaho commodity flows, which will be the basis for the statewide model. A review of the transportation planning software packages is conducted to select the most appropriate package for statewide modeling. The research team recommends Transplan as the outweighing package for Idaho statewide modeling. A transportation model requires the input of a transportation network, traffic data and land use data. Therefore, the availability of existing digital databases is assessed. This study has constructed the foundation for developing the Idaho statewide travel demand model. On the basis of this feasibility study, ITD will implement phase two of this project, the development of the Idaho Statewide Transportation Model. The proposal for the model is represented in the final section of this report.
