With dreams of building a vast steel production operation, Memphis planter Enoch Ensley founded a city in the wooded valley at the heart of Jefferson County, Alabama. He named the city Ensley, after himself, and established the Ensley Land Company to acquire and develop 4,000 acres for industrial facilities and a town. As field workers left their farms to work in steel mills and businesses sprang up on the valley floor, Ensley became a diverse place of hopes and desires. A strong community of churches, businesses, civic clubs, and neighborhoods developed around the factories and railroads. Jazz music was the social thread of Ensleys African American community, known as Tuxedo Junction. Musicians such as Erskine Hawkins famously mastered the style. The annexation of Ensley into Birmingham established the Magic City as the largest and wealthiest in Alabama and the heart of the Southern steel manufacturing economy.
One of Planetizen’s Top Ten Books of 2006 "But for Birmingham," Fred Shuttleworth recalled President John F. Kennedy saying in June 1963 when he invited black leaders to meet with him, "we would not be here today." Birmingham is well known for its civil rights history, particularly for the violent white-on-black bombings that occurred there in the 1960s, resulting in the city’s nickname "Bombingham." What is less well known about Birmingham’s racial history, however, is the extent to which early city planning decisions influenced and prompted the city’s civil rights protests. The first book-length work to analyze this connection, "The Most Segregated City in America": City Planning and Civil Rights in Birmingham, 1920–1980 uncovers the impact of Birmingham’s urban planning decisions on its black communities and reveals how these decisions led directly to the civil rights movement. Spanning over sixty years, Charles E. Connerly’s study begins in the 1920s, when Birmingham used urban planning as an excuse to implement racial zoning laws, pointedly sidestepping the 1917 U.S. Supreme Court Buchanan v. Warley decision that had struck down racial zoning. The result of this obstruction was the South’s longest-standing racial zoning law, which lasted from 1926 to 1951, when it was redeclared unconstitutional by the U.S. Supreme Court. Despite the fact that African Americans constituted at least 38 percent of Birmingham’s residents, they faced drastic limitations to their freedom to choose where to live. When in the1940s they rebelled by attempting to purchase homes in off-limit areas, their efforts were labeled as a challenge to city planning, resulting in government and court interventions that became violent. More than fifty bombings ensued between 1947 and 1966, becoming nationally publicized only in 1963, when four black girls were killed in the bombing of the Sixteenth Street Baptist Church. Connerly effectively uses Birmingham’s history as an example to argue the importance of recognizing the link that exists between city planning and civil rights. His demonstration of how Birmingham’s race-based planning legacy led to the confrontations that culminated in the city’s struggle for civil rights provides a fresh lens on the history and future of urban planning, and its relation to race.

"Recreation without Humiliation is the first comprehensive study of Black amusement venues established by Black Americans for Black Americans. Mary Stanton's extensive research on African American amusement parks in America explores not only segregation, class, and social barriers but also the notion of the 'pursuit of happiness' as an inalienable right for all races and classes of people. Inspired by summers spent on Coney Island, where Stanton became curious about the existence of African American amusement parks in America, Stanton's research uncovered more than fifty such venues, most of which operated during the late nineteenth and early twentieth centuries. These were parks, theaters, juke joints, country clubs, summer colonies, baseball diamonds, and arenas. Although these venues provided much needed recreational services to an underserved Black population, many were threatened by whites, and some destroyed by them. Through her study of these sites of recreation, Stanton illuminates the history of African Americans who strove to create and maintain safe and satisfying entertainment despite segregation. In her research, Stanton also found class divisions among Black American entertainment venues. At the pinnacle of Black society in this era were the upper class, who could afford exclusive Black summer cottages and country clubs. General entertainment for Black working-class families consisted of dancing and drinking in juke joints or patronizing small amusement parks, playgrounds, movie theaters, church-sponsored functions, and Black county fairs. African Americans in the twentieth century, especially in the South, transformed segregation into what historian Earl Lewis calls "congregation." Congregation implies choice, and this congregation "provided space and support for establishing new amusements, entertainments, music, and dance" without interference or oppression"--
The deliberate devaluation of Blacks and their communities has had very real, far-reaching, and negative economic and social effects. An enduring white supremacist myth claims brutal conditions in Black communities are mainly the result of Black people's collective choices and moral failings. “That's just how they are” or “there's really no excuse”: we've all heard those not so subtle digs. But there is nothing wrong with Black people that ending racism can't solve. We haven't known how much the country will gain by properly valuing homes and businesses, family structures, voters, and school districts in Black neighborhoods. And we need to know.
