Whoever receives these honors must or should assume the responsibilities. I fully realize that the position to which I have been called is a most difficult and troublesome one. It would have been more comfortable to me personally if I could have seen my way clear to avoid the responsibility which now devolves upon me. Not feeling it advisable to do this at this time, I accept the situation, feeling myself under a double obligation to do that which seems to me to be for the city's best interest and for that of the larger number of its in habitants in general, and I promise you that I will strive to serve the public under-all circumstances and conditions to the best of my ability so far as the conditions will admit. There is always a tendency to criticise public officials in their actions. There is a great deal of this criticism which in my opinion is not always just or fair. It is caused in a great measure by the fact that people who so act as critics do not look at the matter under consideration from all points of View, and they do not at all times have as thorough an understanding of the situation as do those whose duty it is to act. And now, gentlemen, I ask for your hearty support in all matters pertaining to the city after due consideration, if found to be for the best interests of our citizens in general. I have accepted the trust, conscious of the serious responsibilities imposed. I go before the people upon the record of the past. That record is spread in the official books and publications of the city, and is open to all, and cannot be changed by the unmerited praise of friends or assault of malice. The charter of our city imposes great responsibility upon the mayor. No one more fully realizes this than myself. The burden which a proper administration of the office entails upon the encumbent. Not only is the mayor the head of the city in all its purely governmental functions, but he is its chief business manager and financial guardian. He must be ready to devote his time and best efforts to the management of the business interests of the city, and to plod patiently with the details of the several departments at whatever sacrifice it may be to himself, and still, nevertheless, he is held responsible by the people; he practically has nothing to say as to who shall serve in this office or that, but the city council determines who shall fill this or that position. The year of 1918 will go down in history as one in which there have been many changes. Our country having entered into the conflict to assist in making this world a fitting place in which to live and where true Democracy may prevail, we may well be proud of the results that have been attained and the part that we. as Americans, have taken in affairs to reach the desired results. Rochester has great reason to be proud of its part in this work. Three hundred and forty-seven of our boys have entered the service and have done their part in one way or another. Some of them are buried in the fields of France. While we regret their loss yet we should ever keep their memory green in our hearts. I would suggest that when the boys come home or when there are enough home to make it an object that our citizens should do something to celebrate their homecoming and to show our appreciation of their efforts for the cause of Liberty and right. During the past year it has been impossible to do all that was planned at the first of the year, but there has been much done that does not make a showing until the reports are printed.
