No mat ter what its terms may be. The experience of the majority of the other states Of the Union clearly points to the one logical thing to do, and that is to place traction companies under the control of a state public utilities commission. Minnesota already has a railway and warehouse commis sion that could be given enlarged powers to supervise the traction companies of the state. The records of our neigh bor state, Wisconsin, and many others who have followed this plan, proves conclusively that this method of handling public utilities is far superior to that of municipal control. The situation in Minnesota. With Minneapolis, St. Paul and Duluth served by one traction corporation, makes it especially desirable to utilize this state commission plan. This will do away with all local franchise granted by city councils and will give the greatest assurance for adequate service. The city councils lay their demands before the state commissions and the traction companies present their side of the case, and this judicial commission employs the services of the very best engineers and auditors, and their decisions are usually in the best interests of the public. We have spoken to many contractors about the simple matter of an E'stimate Sheet. In some cases they have stared at us blankly - discerning not our 'meaning. Others have scouted the idea of so much red tape (we fear they are beyond all human help) but a limited number have shown the keenest interest and indicated their eager ness to find out what the other fellow is doing and whether his system is any improvement on his own. One very definite opinion running through. All the inter views the writer has ever had with electrical contractors is to the effect that associations exist chie y for the Big Fellow' and that the estimate sheets and accounting systems in existence are devised for the big jobs. Excerpt from Electrical News, 1919, Vol. 28: Generation, Transmission and Application of Electricity In arriving at an estimate for an initial rate of fare, an analysis was made of the finances of the 'company for five years prior to December 31, 1917, and for 17 months ending May 31, 1918. It was evident from the figures that any com parison with the pre - war period, such as would be taken under ordinary circumstances, would be of little value, since the abnormal situation 'is due to the entry Of this country into the war, and it was the war conditions which must be met. In 1917, taken as a whole there was an increase in the number of revenue passengers. However, an analysis by months showed these figures to be misleading. In the early part of the year pass'enger revenue showed a decided upward tendency until September. From that time there was a fall ing Off apparently coincident with the leaving of the selects for cantonments and the call for labor at the shipyards and other large governmental industries: Operating expenses showed an upward tendency due to the rapid rise in the cost of material and supplies, especially coal, which 'became much more marked in the last four months. In April, 1918, the company found it expedient and desirable to make an in crease of two cents per hour to its employes under contract and a similar increase to all other employes. It will be seen, therefore, that'hot only were conditions in 1917 so entirely different from the pre-war period as to be practically incomparable, but these were further changed in many' respects during the present year, so that further additional increases were necessary. The, company had taken the years 1916'and 1917 as a basis in arriving at estimates for the present time. It was believed, however. That the first five months of 1917 and 1918 would furnish a more reliable guide and comparisons were made with these periods in two ways.
