A survey of California schools elicited 54 inservice teacher education programs to help teachers identify at-risk students and develop effective instructional strategies to meet their needs. Five programs were selected as models for statewide replication. Each model program met at least four of the following criteria: (1) a comprehensive, whole-school approach; (2) a challenging and engaging core curriculum; (3) successful at-risk strategies; (4) equity issues understood and applied as an integral part of the curriculum; (5) entire staff responsibility for employing effective strategies for at-risk students; (6) staff development for both new and continuing teachers; and (7) research-based strategies. The following programs are described: (1) Resources for Students at Risk (Irvine Unified School District); (2) New Teacher Support Project (Long Beach Unified School District); (3) Changing the Attitudes of At-Risk Students (Monterey Unified School District); (4) Principal's Academic and Behavior Review Board (Mission San Jose High School, Fremont); and (5) Improve the Instructional Program for At-Risk Youths (Walker Junior High School, Anaheim). Healthy mental, emotional, and behavioral (MEB) development is a critical foundation for a productive adulthood. Much is known about strategies to support families and communities in strengthening the MEB development of children and youth, by promoting healthy development and also by preventing and mitigating disorder, so that young people reach adulthood ready to thrive and contribute to society. Students considered at-risk are defined as students who lack a sense of identity, personal connectedness, and personal power. Another characteristic of at-risk students is the role parents play or fail to play in the at-risk behavior. A case is made for all students being at risk at some point in their lives. Four programs were designed and implemented to help at-risk and marginal students at one junior high school. The four programs include the OK Club, the Quest for Success Skills Program, the I-CANN (Individualized Course Alternative, Now or Never), and the Student Assistance Council. The OK Club is designed to build self-esteem and to provide after school-support and requires a strong parental component. The Quest for Success Skills Program is a transition program which prepares at risk sixth-graders for junior high school. The I-CANN Program provides counseling, development of self-esteem, and a hands-on curriculum. It also has a strong parental component. The Student Assistance Council involves a staff team that assesses the needs of at-risk students and recommends actions to address those needs. A successful program must begin with an attitude of caring. This caring attitude must be reflected by the total school staff toward every student and his or her family. (ABL)
