The draft Legislative Reform (Entertainment Licensing) Order 2014 and Explanatory Document were laid before Parliament on 8 July 2014 by the Department for Culture, Media and Sport. The draft Order would amend Schedule 1 to and section 177A and Schedule 1 of the Licensing Act 2003 to deregulate certain types of regulated entertainment in defined circumstances. The areas of regulated entertainment covered by the draft order are as follows: the provision of entertainment by and on behalf of local authorities, health care providers or schools on their own defined premises, live music in relevant alcohol licensed premises and workplaces, recorded music in relevant alcohol licensed premises, live and recorded music exemptions, travelling circuses, Greco-Roman and freestyle wrestling and incidental film.

The Government is committed to moving to a secure, safe, affordable and low-carbon energy system. This will mean achieving its climate change and renewables targets, including a 34 per cent reduction in CO2 emissions by 2020 (relative to 1990); at least an 80 per cent reduction by 2050; and by 2020 ensuring that 15 per cent of energy comes from renewable sources. This transition will require major investment in modern technologies: to renovate buildings; to provide for the electrification of much of our heating, industry and transport; and to move to cleaner power generation. The Legislative and Regulatory Reform Bill contains provisions to increase the scope of regulatory reform powers (following a review undertaken by the Better Regulation Task Force) in order to tackle red tape and unnecessary regulatory burdens, building on the powers of the Regulatory Reform Act 2001. The Committee examines the provisions of the Bill as brought to the Lords in May 2006 (HLB 109, session 2005-06; ISBN 0108422399) which it finds to have been changed significantly since the Bill was first introduced into the Commons in January 2006. Although the Committee finds that the Bill proposes the greatest delegation of power to Ministers that it has seen, it does not find the regulatory reform provisions inappropriate, although it questions whether the 2001 Act could not itself have been amended. The provisions relating to consolidation, simplification and implementation of Law Commission recommendations are found to be unsuitable for delivery by delegated legislation and it is suggested that primary legislation subject to special procedure would be a better option to legislate for such purposes.
