At least 17.7 million individuals in the United States are caregivers of an older adult with a health or functional limitation. The nation's family caregivers provide the lion's share of long-term care for our older adult population. They are also central to older adults' access to and receipt of health care and community-based social services. Yet the need to recognize and support caregivers is among the least appreciated challenges facing the aging U.S. population. Families Caring for an Aging America examines the prevalence and nature of family caregiving of older adults and the available evidence on the effectiveness of programs, supports, and other interventions designed to support family caregivers. This report also assesses and recommends policies to address the needs of family caregivers and to minimize the barriers that they encounter in trying to meet the needs of older adults.

DOWNLOAD EBOOKUnder the £141 million Community Care Grant scheme, vulnerable people can claim for money to pay for essential household items. Whilst Jobcentre Plus employees prioritise each request received, they cannot be sure that those who apply were in most need. Inequities in the budgets set for district offices mean that some high priority claims have been refused because of the limited funds available locally. In addition, the large volume of claims that are never likely to receive funding have to be assessed under the same process, thereby adding considerably to the administrative burden. Decisions are essentially based on what has been stated on the application form, which makes it difficult to identify if claims are overstated and there are no checks on how the money is spent. Introducing a centralised contract to supply items directly could improve the control over the scheme and achieve economies of scale of at least £14 million a year. Also, greater standardisation of the amount awarded for items could save up to £7.5 million a year. The Department does not wholly agree with these conclusions. In the Department's view it is in the nature of a discretionary scheme that there will be variations in the way in which judgments will be exercised and to operate more rigidly would fail to meet the needs of those it is designed to assist. The Department notes that it is required to operate the scheme within a legal framework and under tight constraints of turnaround time and resource availability

There is already a £44 million shortfall in the £161 million reduction originally expected by 2014-15. The Commission is reliant on raising £71 million in fee income from parents as part of its planned savings. These estimates are very uncertain, increasing the risk that additional cuts might be needed late on in the Spending Review that could have an adverse effect on services. The existing child maintenance schemes were problematic from the start and large backlogs of work built up. Efficiency has improved since 2006 and the cost of administering child maintenance has reduced. There are, however, strong indications that costs remain high and questions remain about the relative efficiency of the Commission. The Commission does not monitor staff productivity adequately and operated with duplicate management, finance and HR functions in 2010-11 because it retained the former Child Support Agency as a separate division. The Commission has 70 offices, a quite different arrangement from the head office and six processing centres originally planned by the Child Support Agency. The planned cost reductions rely heavily on the introduction of a new child maintenance scheme and associated IT system. Yet IT costs have increased and the Commission risks repeating some of the mistakes made on the earlier child maintenance schemes. The estimates for fee income include assumptions that the NAO cannot substantiate. DOWNLOAD EBOOKIn this report the Work and Pensions Committee reiterates its call for the establishment of a Welfare Commission to create a fairer and simpler benefits system that claimants can understand and the Department of Work and Pensions (DWP) can administer more accurately. The report concludes that the vast majority of decisions DWP makes are accepted by claimants and lead to the right benefits being paid on time to those who are eligible. But the level of official error in the benefits system has increased substantially since 2000-01. The level of overpayments due to official error has risen from £0.4 billion (0.4 per cent of benefits paid) to £0.8 billion (0.6 per cent of benefits paid) in 2008-09. Although the Department has made great strides in reducing fraud, this increase in error should be a cause for concern. The report also highlights a worrying lack of response to scrutiny of the decision making and appeals (DMA) system by DWP. A former President of the Appeal Tribunals, Judge Robert Martin, felt his reports were effectively ignored, and there is evidence that the Decision Making Standards Committee lacks influence. There should be a much more constructive response to scrutiny. Another area that seems not to be working as effectively or as quickly as it should is the reconsideration process - the review of decisions - and the Department should examine this urgently.
