Este libro es resultado de un trabajo colectivo llevado adelante por un grupo de investigadores de distintos perfiles, orígenes institucionales y hasta de diferentes edades. La idea que los convocó fue la posibilidad de desarrollar, a partir de la construcción de la noción dominio político, algunos de los ya clásicos problemas tratados por la Ciencia Política. Las cuestiones de orden metodológico, las correspondientes al Estado, la democracia, la representación, la ciudadanía y los movimientos sociales se tomaron como casos testigos del desafío teórico asumido. Estos fenómenos debían ser construidos en sus propias singularidades para ser enmarcados en el cuadro ofrecido por el dominio político como noción devenida en categoría-instrumento.

The essays in this book analyze and explain the crisis of democratic representation in five Andean countries: Bolivia, Colombia, Ecuador, Peru, and Venezuela. In this region, disaffection with democracy, political parties, and legislatures has spread to an alarming degree. Many presidents have been forced from office, and many traditional parties have fallen by the wayside. These five countries have the potential to be negative examples in a region that has historically had strong demonstration and diffusion effects in terms of regime changes. "The Crisis of Democratic Representation in the Andes" addresses an important question for Latin America as well as other parts of the world: Why does representation sometimes fail to work?
Producing more effective governance is the greatest challenge that faces most Latin American democracies today—a challenge that involves not only strengthening democratic institutions but also increasing governmental effectiveness. Focusing on the post-1990 period, this volume addresses why some policies and some countries have been more successful than others in meeting this dual challenge. Two features of the volume stand out. First, whereas some analysts tend to generalize for Latin America as a whole, this group of authors underscores the striking differences of achievement among countries in the region and illustrates the importance of understanding these differences. The late twentieth century witnessed the birth of an impressive number of new democracies in Latin America. This wave of democratization since 1978 has been by far the broadest and most durable in the history of Latin America, but many of the resulting democratic regimes also suffer from profound deficiencies. What caused democratic regimes to emerge and survive? What are their main achievements and shortcomings? This volume offers an ambitious and comprehensive overview of the unprecedented advances as well as the setbacks in the post-1978 wave of democratization. It seeks to explain the sea change from a region dominated by authoritarian regimes to one in which openly authoritarian regimes are the rare exception, and it analyzes why some countries have achieved striking gains in democratization while others have experienced erosions. Since the re-democratization of much of Latin America in the 1980s and a regional wave of anti-austerity protests in the 1990s, social movement studies has become an important part of sociological, political, and anthropological scholarship on the region. Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? World Development Report 2017: Governance and the Law addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.
