Now, Angela Merkel, who was, obviously, at many of the events that took place on this day, said that it was a solemn event that took place. She said, on the one hand, of course, the fall of the wall is something that continues to be celebrated in Germany, and of course, in other places in Europe as well, but it also comes with the fact that at this point in time, the values that led to the fall of the Berlin Wall and to the unity in Europe need to be defended more than ever before. Here’s what Angela Merkel had to say. ANGELA MERKEL, CHANCELLOR OF GERMANY (VIA INTERPRETER) … but the values that Europe is based on: freedom, democracy, equality, rule of law, respect for human rights—these are definitely not to be taken for granted, and they have to be lived and defended again and again. Europe must continue to stand for democracy, freedom, human rights and tolerance in the future, and this is more topical than ever in times of profound technical and global changes. FRED PLEITGEN, CNN CORRESPONDENT But of course, even that solemn mood did not stop many people from coming out here and just simply celebrating the fact that Europe is free, that Berlin and, of course, Germany are both united. As you can see, right here, at the East Side Gallery, which is the single longest strip11 of what was the Berlin Wall that continues to stand today and where, as you can see, many artists have painted pictures on what used to be the wall, folks came out and, obviously, took snapshots themselves. Many of them also posing [posed] with our own CNN Trabant—the iconic communist car that so symbolized East Germany and [was] really a way of life in East Germany. Now, all of this, for many people, of course, is a tourist attraction. The wall, the old cars—those are now tourist attractions, but nevertheless, a lot of the folks that come out here, obviously, [are] also very much educated about the fact that the Berlin Wall, in its days, was an instrument of repression, a place where many people were killed trying to get into freedom. But then, also, when the wall came down, when people managed to breach the wall itself, [it] became a symbol of freedom because it was the people of Germany—the people of Europe—that tore the wall down 30 years ago. Do liberal Western democracies share a common understanding of democracy? If so, why is there a transatlantic divide over the promotion of democracy? While the US applies a bottom-up strategy in this respect, the European Union pursues a top-down approach. While there is consensus as to the desirability of the external promotion of democracy, disagreement persists as to what kinds of strategies work more effectively. This book suggests that differences between the US and Europe in terms of the promotion of democracy derive from different historical backgrounds, experiences with political modernisation and, hence, historically embedded conceptions of democracy. Democracy promoters choose instruments that advance their vision of an ideal transition and that are congruent with their respective understandings of democracy. This book's analysis of media debates in four Western democracies reveals different understandings with regard to the key aspects of democracy across the Atlantic and contributes to research on the transatlantic divide in this regard.
