DOWNLOAD EBOOKWe document the behavior of macro and credit variables during episodes of capital inflows reversals in economies with different degrees of exchange rate flexibility. We find that exchange rate flexibility is associated with milder credit growth during the boom but, even though smaller than in more rigid regimes, it cannot shield the economy from a credit reversal. Furthermore, we observe what we dub as a recovery puzzle: credit growth in economies with more flexible exchange rate regimes remains tepid well after the capital flow reversal takes place. This results stress the complementarity of macro-prudential policies with the exchange rate regime. More flexible regimes could help smoothing the credit cycle through capital surchages and dynamic provisioning that build buffers to counteract the credit recovery puzzle. In contrast, more rigid exchange rate regimes would benefit the most from measures to contain excessive credit growth during booms, such as reserve requirements, loan-to-income ratios, and debt-to-income and debt-service-to-income limits.

DOWNLOAD EBOOKThe unfolding economic crisis has unequivocally proved that neoliberal policies were no better for growth than for social progress. As poverty and inequality are rising to alarming levels in Europe, the old continent seems at a loss to respond. Political leaders seem content to liquidate the social gains made by workers' struggles. A small minority, possibly even smaller than 1 per cent, associated with the financial sector, stands to benefit from a deepening of neoliberalism. This new anthology of essays from the Global Labour Column explores Europe's turmoil and challenges the deep-rooted consequences of neoliberalism in the North and the South. It sheds light on new movements and ideas which are emerging to defend and mobilise workers, and points to encouraging new policies and directions which could lay the foundations of a new order that would put decent work and life at its core. A number of these come from the South, from which the North may have much to learn. [ILO website]

DOWNLOAD EBOOKAfter the multi racial elections in April 1994, South Africa has been set on a new course. For a country emerging from 45 years of apartheid democracy should prove to be the vital first step on the path to sustainability and equitability. There are sure to be pitfalls along the way but the potential offered by long-awaited equality is enormous, and realising that potential is the key to the country's chances of achieving sustainable development. This book analyses the changes which are needed and which might result from the new political culture. It discusses the policy requirements necessary for sustainable development and looks at how the economy, regional integration, land reform, the law, local government, NGOs, health care and AIDs prevention, education, and the media will all be affected, drawing on the experience of other countries in Africa which have witnessed the transition to black majority rule. Accessible to general readers as well as to specialists, it provides a comprehensive overview of the issues involved, and a basis for understanding what prospects the future holds for South Africa.

DOWNLOAD EBOOKDrawing on the rich structural and political understandings of radical South African intellectuals, this book explains why the South African government has been unable to breach the boundaries of change erected by the privileged classes. It reveals why it has adopted conservative economic policies, and why the country's popular movement has failed to press home more radical opinions. Hein Marais compellingly probes the hidden dynamics of South Africa's transition, arguing that the democratic breakthrough was much less open-ended than generally believed.
