The Committee's report examines the challenges involved in efforts to reduce carbon emissions from the UK transport sector and makes recommendations to improve future progress, as part of its overall priority for the current Parliament of focusing on climate change issues. Topics discussed include: the Government's strategic priorities; measures to reduce carbon emissions from road transport, trains, water freight and aviation; emissions from developing economies; the future price and availability of oil. This title was first published in 2003. The UK transport White Paper "A New Deal for Transport" and new Transport Acts for England, Wales and Scotland have indicated and defined the future direction and policy agenda of national governments. The need for integrated transport raises key policy issues, among which are: the importance of sustainability; and the integration of transport policy with other areas of public policy, such as social exclusion and health. The idea of this direction in policy has implications for the changing nature of work, traveller information, interchange and public transport, freight distribution and the use of new technology. This volume also examines key areas of policy and regulation, which are developing as a result of the White Paper and the new Transport Acts. The volume brings together leading UK academics in the field of transport studies to discuss and reflect on these issues, and the state of transport policy in the UK within this new and developing policy framework.
Assessing the full scale of environmental impacts is essential for effective planning of transport and land use. This is an analysis of transport and land-use planning using strategic environmental assessment (SEA). It establishes the effectiveness of SEA through comparative studies of practice in three countries: Britain, the Netherlands and Germany. The author shows that use of SEA is widespread but far from systematic. He demonstrates the advantages of adopting a systematic application of a comprehensive form of SEA derived from all the major current approaches. Only once this approach is fully understood and systematically applied will all the full benefits be achieved and environmental impacts be minimalized.

What challenges do pedestrians and cyclists face in cities of the developing world? What opportunities do these cities have to provide for walking and cycling? Based on in-depth research conducted in Cape Town (South Africa), Dar es Salaam (Tanzania) and Nairobi (Kenya), this book explores these questions by presenting work on walking and cycling travel behaviour, the status of road safety in these cities, as well as an analysis of the infrastructure for walking and cycling, and the workings of the institutions responsible for planning for these modes. The book also presents case studies relating to particular opportunities and challenges, such as the development and evaluation of ‘walking bus’ interventions, and the opportunities micro-simulation of pedestrian interventions offers within a data-scarce environment. Non-motorized Transport Integration into Urban Transport Planning in Africa demonstrates that transport and urban planning remains situated in a logic of automobile-dependent transport planning and global city development. This logic of practice does not pay adequate attention to walking and cycling. It argues that a significant shift in both policy as well as political commitment is needed so as to prioritize walking and cycling as strategies for sustainable transport policy in urban Africa.
