Capabilities-based planning has become a central theme of defense planning. It is defined in broad terms in the 2001 Quadrennial Defense Review, but opinions differ about its details and how to implement it. This book reviews and extends ideas developed over the last decade regarding capabilities-based planning. It puts capabilities-based planning in the larger context of defense activities generally, sketches an analytic architecture for carrying it out, and offers recommendations about how to proceed, including a suggested architecture that emphasizes mission-level work and such concepts as mission-system analysis, exploratory analysis, and hierarchical portfolio methods for integration and tradeoffs in an economical framework. Capabilities-based planning is related to the objective of transforming U.S. forces to deal effectively with the changes taking place in military affairs. The book also emphasizes that the new paradigm of capabilities-based planning is particularly apt given the objective of transforming U.S. forces to deal effectively with the changes taking place in military affairs.
Naval Analytical Capabilities assesses current Department of Defense initiatives and the Department of the Navy's progress in transitioning from a requirements-based to a capabilities-based organization. The report also provides recommendations aimed at improving the organizational structure of the Office of the Chief of Naval Operations to best position the Chief of Naval Operations to fulfill his Title 10 (U.S. Code on Armed Forces) responsibilities. This report addresses key elements of capabilities-based planning, examines Navy analytical processes, and recommends an approach to making improvements.
Department of Defense (DoD) installations rely on the commercial electricity grid for 99 percent of their electricity needs, but extensive energy delivery outages in 2012 have reinforced that the U.S. electricity grid is vulnerable to disruptions from natural hazards and actor-induced outages, such as physical or cyber attacks. In the event of a catastrophic disaster--such as a severe hurricane, massive earthquake, or large-scale terrorist attack--DoD installations would also serve as a base for emergency services. To enhance energy security, DoD has identified diversifying energy sources and increasing efficiency in DoD operations as critical goals. But how to enhance energy security across the portfolio of installations is not clear and several questions remain unanswered: Energy security for how long? Under what conditions? At what cost? The underlying analytical questions are, what critical capabilities do U.S. installations provide, and how can DoD maintain these capabilities during an energy services disruption in the most cost-effective manner? Answering these questions requires a systems approach that incorporates technological, economic, and operational uncertainties. Using portfolio analysis methods for assessing capability options, this paper presents a framework to evaluate choices among energy security strategies for DoD installations. This framework evaluates whether existing or proposed installation energy security strategies enhance DoD capabilities and evaluates strategy cost-effectiveness.

Perspectives on Strategy examines in depth five aspects of strategy. Strategic thought and behaviour are explored and explained from the perspectives of intellect, morality, culture, geography, and technology. Each perspective has attracted persisting controversy. Perspectives on Strategy is strongly complementary to the author's previous book, The Strategy Bridge: Theory for Practice (OUP, 2010). This new work takes a notably holistic view of strategic phenomena, which serves as a master framework within which detailed examination of strategic history and issues can usefully be pursued in the light of particular perspectives. This volume describes how technological and geo-political trends are rapidly transforming maritime affairs.
