The first two Summits of the Americas (Miami 1994 and Santiago de Chile 1998) fostered comprehensive, practical co-operation on a range of issues of common concern among the governments of the Western Hemisphere. This report is Canada's first report on the Summits of the Americas process, focussing primarily on the 1998 Santiago Plan of Action. It is divided into four sections that mirror the four main themes of the Plan: education, the key to progress; democracy, justice, & human rights; economic integration & free trade; and poverty & discrimination. These themes are further broken down into 28 sub-themes, each with at least one corresponding action item.
