An extraordinary memoir by a North Korean woman who defied the government to keep her family alive. Born in the 1970s, Lucia Jang grew up in a common, rural North Korean household—her parents worked hard, she bowed to a photo of Kim Il-Sung every night, and the family scraped by on rationed rice and a small garden. However, there is nothing common about Jang. She is a woman of great emotional depth, courage, and resilience. Happy to serve her country, Jang worked in a factory as a young woman. There, a man she thought was courting her raped her. Forced to marry him when she found herself pregnant, she continued to be abused by him. She managed to convince her family to let her return home, only to have her in-laws and parents sell her son without her knowledge for 300 won and two bars of soap. They had not wanted another mouth to feed. By now it was the beginning of the famine of the 1990s that resulted in more than one million deaths. Driven by starvation—her family’s as well as her own—Jang illegally crossed the river to better-off China to trade goods. She was caught and imprisoned twice, pregnant the second time. She knew that, to keep the child, she had to leave North Korea. In a dramatic escape, she was smuggled with her newborn to China, fled to Mongolia under gunfire, and finally found refuge in South Korea before eventually settling in Canada. With so few accounts by North Korean women and those from its rural areas, Jang's fascinating memoir helps us understand the lives of those many others who have no way to make their voices known.
North Korea has survived the end of the Cold War, massive famine, numerous regional crises, punishing sanctions, and international stigma. In A Most Enterprising Country, Justin V. Hastings explores the puzzle of how the most politically isolated state in the world nonetheless sustains itself in large part by international trade and integration into the global economy. The world's last Stalinist state is also one of the most enterprising, as Hastings shows through in-depth examinations of North Korea’s import and export efforts, with a particular focus on restaurants, the weapons trade, and drug trafficking. Tracing the development of trade networks inside and outside North Korea through the famine of the 1990s and the onset of sanctions in the mid-2000s, Hastings argues that the North Korean state and North Korean citizens have proved pragmatic and adaptable, exploiting market niches and making creative use of brokers and commercial methods to access the global economy.North Korean trade networks—which include private citizens as well as the Kim family and high-ranking elites—accept high levels of risk and have become experts at operating in the blurred zones between licit and illicit, state and nonstate, and formal and informal trade. This entrepreneurialism has allowed North Korea to survive; but it has also caused problems for foreign firms investing in the country, emboldens the North Korean state in its pursuit of nuclear weapons, and may continue to shape the economy in the future.
From the late nineteenth century, Japan sought to incorporate the Korean Peninsula into its expanding empire. Japan took control of Korea in 1910 and ruled it until the end of World War II. During this colonial period, Japan advertised as a national goal the assimilation of Koreans into the Japanese state. It never achieved that goal. Mark Caprio here examines why Japan's assimilation efforts failed. Utilizing government documents, personal travel accounts, diaries, newspapers, and works of fiction, he uncovers plenty of evidence for the potential for assimilation but very few practical initiatives to implement the policy. Japan's early history of colonial rule included tactics used with peoples such as the Ainu and Ryukyuan that tended more toward obliterating those cultures than to incorporating the people as equal Japanese citizens. Following the annexation of Taiwan in 1895, Japanese policymakers turned to European imperialist models, especially those of France and England, in developing strengthening its plan for assimilation policies. But, although Japanese used rhetoric that embraced assimilation, Japanese people themselves, from the top levels of government down, considered Koreans inferior and gave them few political rights. Segregation was built into everyday life. Japanese maintained separate communities in Korea, children were schooled in two separate and unequal systems, there was relatively limited intermarriage, and prejudice was ingrained. Under these circumstances, many Koreans resisted assimilation. By not actively promoting Korean-Japanese integration on the ground, Japan's rhetoric of assimilation remained just that.

Globalization reigns supreme as a description of recent economic transformation--and it carries many meanings. In the policy realm, the orthodox terms of engagement have been enshrined in the "Washington consensus." But disappointing results in Latin America and transitional economies--plus the Asian financial crisis--have shaken the faith in Washington and elsewhere. One response has been to hark back to the more statist policies that the consensus marginalized. In this regard, Japan, Korea, and Taiwan are promoted as the poster nations that have derived great benefits from increasing integration with the international economy, without surrendering national autonomy in the economic or cultural spheres, effectively beating the West at its own game. The fundamental questions addressed in this monograph are whether industrial policy was indeed a major source of growth in these three economies, and if so, can it be replicated under current institutional arrangements, and if so, is it worth replicating, or, would developing countries today be better off embracing the suitably refined orthodoxy?
Under Kim Jong-un, North Korea has experienced growing economic markets, an emerging 'nouveau riche,' and modest levels of urban development. To what extent is North Korean politics and society changing? How has the growth of markets transformed state-society relations? This Element evaluates the shifting relationship between state, society, and markets in a deeply authoritarian context. If the regime implements controlled economic measures, extracts rent, and subsumes the market economy into its ideology, the state will likely retain strong authoritarian control. Conversely, if it fails to incorporate markets into its legitimating message, as private actors build informal trust networks, share information, and collude with state bureaucrats, more fundamental changes in state-society relations are in order. By opening the 'black box' of North Korea, this Element reveals how the country manages to teeter forward, and where its domestic future may lie.
