DOWNLOAD EBOOKInstream values in the state of California are facing a crisis. Industrial, municipal, and agricultural growth have significantly depleted instream flows with devastating consequences for instream values. As the State Water Resources Control Board continues to issue more rights to divert water, the crisis is becoming more widespread and critical.

DOWNLOAD EBOOKWe use laboratory experiments to test three different water market institutions designed to incorporate instream flow values into the allocation. The institutions are (1) a baseline with fixed minimum flow constraints, (2) an environmental agent contributing to the cost of providing instream flows, and (3) creating an instream flow right in which an environmental agent can sell the right to reduced flows. Using a "smart" computer-coordinated market, we find that direct environmental participation in the market can achieve highly efficient and stable allocations. A particularly attractive and practical feature of the third institution is that it nests the status quo in the sense that, should the environmental agent choose not to participate in the market, the default minimum instream flow constraints will be maintained. Although flows may be lower in this institution relative to a fixed constraint on minimum flows, because these flow reductions are voluntary and compensated, all deviations from the status quo (i.e., binding flow constraints) are necessarily Pareto improving in the sense that no agent, including the environment, is made worse off.

DOWNLOAD EBOOKInstream Flow Protection is a comprehensive overview of Western water use and the issues that surround it. The authors explain instream flow and its historical, political, and legal context; describe current instream flow laws and policies; and present methods of protecting instream flow. They provide numerous examples to illustrate their discussions, with case studies of major river systems including the Bitterroot, Clark's Fork, Colorado, Columbia, Mimbres, Mono Lake, Platte, Snake, and Wind. Policymakers, land and water managers at local, state, and federal levels, attorneys, students and researchers of water issues, and anyone concerned with instream flow protection will find the book enormously valuable.

DOWNLOAD EBOOKTapping Water Markets is about the past, present, and future of water markets. It compares water markets with political water allocation, documents the growth of water markets, and explores the ways in which water markets can be improved and implemented further. This book provides up-to-date information of where and why water shortages are occurring and where and why water markets are evolving to resolve conflicting water uses. Though the main focus is on the United States, it includes examples from other parts of the world to show how water markets are beginning to thrive. It contains institutional detail that is accessible to people who are not economic or hydrologic experts, and comes alive with numerous examples and case studies of water markets. The book begins with an analysis of water institutions as they have varied over time and location. It then covers a range of discrete water management topics including surface water allocation, groundwater management, environmental flows, and water quality trading. The book concludes with predictions about the future of water scarcity and the ability of water markets to shape that future more positively.
