Cities across the globe are looking to develop affordable, environmentally friendly, and socially responsible transportation solutions that can meet the accessibility needs of expanding metropolitan populations and support future economic and urban development. When appropriately planned and properly implemented as part of a larger public transportation network, urban rail systems can provide rapid mobility and vital access to city centers from surrounding districts. High-performing urban rail services, when carefully approached as development projects, can help enhance quality of life by giving citizens access to employment opportunities, essential services, urban amenities, and neighboring communities. The purpose of this Handbook is to synthesize and disseminate knowledge to inform the planning, implementation, and operations of urban rail projects with a view towards: -- Emphasizing the need for early studies and project planning; -- Making projects more sustainable (economically, socially, and environmentally); -- Improving socioeconomic returns and access to opportunities for users; -- Maximizing the value of private participation, where appropriate; and -- Building capacity within project implementing and managing institutions This Handbook provides experiential advice to tackle the technical, institutional, and financial challenges faced by decision makers considering urban rail projects. It brings together the expertise of World Bank staff and the input of numerous specialists to synthesize international 'good practices' and recommendations that are independent of commercial, financial political, or other interests. The material presented is intended as an honest-broker guide to maximize the impact and manage the challenges of urban rail systems in cities in both developed and developing countries. Rather than identify a single approach, this Handbook acknowledges the complexities and context necessary when approaching an urban rail development by helping to prepare decision makers to ask the right questions, consider the key issues, perform the necessary studies, apply adequate tools, and learn from international good practice all at the right time in the project development process.
Since the creation of the National Cooperative Educational Statistics System in 1988, states have joined with the National Center for Education Statistics to produce and maintain comparable and uniform education statistics. Through the National Forum on Education Statistics, states have met to develop and propose a set of basic data elements for voluntary use. Using these data elements will provide more comparable and reliable education information for any educational system adopting the common terminology. The basic data elements will not meet every education information purpose, but a set of basic data elements should help answer the most frequently asked questions about the administration, status, quality, operation, and performance of schools and school systems. This report presents a process for selecting and including new data elements in an information system and the student and staff elements that can be used to create information for conducting the day-to-day administration of schools and school districts; completing federal and state reports, and creating indicators that address questions about the success and functioning of education systems. The basic data elements selected for student information systems are grouped into categories of: (1) personal information; (2) enrollment; (3) school participation and activities; (4) assessment; (5) transportation; (6) health conditions, special program participation, and student support services; and (7) discipline. Similar elements defined for staff information systems include personal information, educational background, qualification information, current employment, assignments, and information on career development and separation from employment. An appendix contains discussions of policy questions, indicators, and basic data elements. (SLD)
Thomas G. Dyer’s definitive history of the University of Georgia celebrates the bicentennial of the school’s founding with a richly varied account of people and events. More than an institutional history, The University of Georgia is a contribution to the understanding of the course and development of higher education in the South. The Georgia legislature in January 1785 approved a charter establishing “a public seat of learning in this state.” For the next sixteen years the university’s trustees struggled to convert its endowment--forty thousand acres of land in the backwoods--into enough money to support a school. By 1801 the university had a president, a campus on the edge of Indian country, and a few students. Over the next two centuries the small liberal arts college that educated the sons of lawyers and planters grew into a major research university whose influence extends far beyond the boundaries of the state. The course of that growth has not always been smooth. This volume includes careful analyses of turning points in the university’s history: the Civil War and Reconstruction, the rise of land-grant colleges, the coming of intercollegiate athletics, the admission of women to undergraduate programs, the enrollment of thousands of World War II veterans, and desegregation. All are considered in the context of what was occurring elsewhere in the South and in the nation.

This field manual is intended to help health professionals and public health coordinators working in emergency situations prevent, detect and control the major communicable diseases encountered by affected populations. The manual is the result of collaboration among a number of WHO departments and several external partner agencies in reviewing existing guidelines on communicable disease control and adapting them to emergency situations. The manual deals with the fundamental principles of communicable disease control in emergencies, which are: Rapid assessment to identify the communicable disease threats faced by the emergency-affected population, including those with epidemic potential, and define the health status of the population by conducting a rapid assessment; Prevention to prevent communicable disease by maintaining a healthy physical environment and good general living conditions; Surveillance to set up or strengthen disease surveillance system with an early warning mechanism to ensure the early reporting of cases to monitor disease trends, and to facilitate prompt detection and response to outbreaks; outbreak control to ensure outbreaks are rapidly detected and controlled through adequate preparedness (i.e. stockpiles, standard treatment protocols and staff training) and rapid response (i.e.confirmation, investigation and implementation of control measures); and disease management to diagnose and treat cases promptly with trained staff using effective treatment and standard protocols at all health facilities.
