This book explores the visions underlying the attempts to reform the European University as well as two European integration processes. It presents a framework for analyzing ongoing modernization reforms and reform debates that take place at various governance levels and a long-term research agenda. It convincingly argues why the knowledge basis under the current University reforms in Europe should be considerably strengthened.

The high level Douro seminars are now a well-established tradition in the annual activities promoted by Hedda, a European consortium of nine centres and ins- tutes devoted to research on higher education, and CIPES, its Portuguese associated centre. At the seminars, each member of a small group of invited researchers presents and discusses an original research-based paper that is revised afterwards taking into account the comments of the participating colleagues. The revised papers form the basis for the annual thematic book published by Springer in the book series called Higher Education Dynamics (HEDY). Paying tribute to the regularity of the seminars, it was decided that the volumes originating from the initiative would be collected in a ‘series in the series’ called the Douro Series. Previous seminars were dedicated to in-depth analyses of different aspects of higher education systems and institutions, including institutional governance, the emergence of managerialism, markets as instruments of public policy, cost-sharing and accessibility of students to higher education and developments in quality assurance. The present volume aims at analysing the change process which the European university is undergoing as a consequence of European integration efforts. In the case of higher education, these have materialised, amongst other things, in the - plementation of the Bologna process, while the Lisbon summit also has important consequences for the university. In March 2000, the Lisbon European Council set the goal for the EU to become the most competitive and dynamic knowledge-based society in the world by 2010.

EU Cohesion policy accounts for a major share of the EU budget and is central to economic and social development in many European countries. This book provides a comprehensive and theoretically-informed analysis of how Cohesion policy has evolved over time, in particular the budgetary and policy dynamics of the 2007–13 reform. In the context of the budgetary politics of the EU, the book examines the process by which the reform of Cohesion policy has been shaped; it identifies the key factors that explain the allocation of funding, assesses the roles of the Member States, European Commission and European Parliament, and tests whether the process and outcome are consistent with the expectations of EU decision-making and integration theories. Based on extensive, EU-wide research over a ten-year period, the book provides new insights into both the process and outcomes of EU policy reform. Presenting original research in an accessible format, this book will be of interest to scholars as well as undergraduate and postgraduate students in the fields of European integration and policy studies.
How can one convince potent nation-states to put their sovereignty at risk in common European policies? EU cohesion policy, now one-third of the EU budget, provides such a puzzle. Until 1988 the European Commission shared out money to national governments with few strings attached. Since the reform of 1988, national governments are required to negotiate with the Commission and regional authorities on how to use the money. Has this European-wide policy eroded national sovereignty in favour of a stronger role for the Commission and more power for Europe's regions? The first part of the book probes into the policy dynamics at the European level. In the second part, eight country studies evaluate the impact of uniform EU policy on territorial relations by comparing policy making before and after the reform. The concluding section explains persistent variation in EU cohesion decision making and implementation.
Examines how certain policy models can work within the context of dissensus and polarization in Europe while still promoting solidarity and trust in the European Union
Constructing a Policy-Making State? sets out to examine the processes by which Europeanization takes place. Europeanization is defined as the process by which the key decisions about public policies are gradually transferred to the European level (or for new policy areas, emerge at the European level). This is in contrast to definitions of Europeanization which focus on the adaption of member states to European public policies. Thus, the main focus is whether a European Union 'policy-making state' is being created via changes in the distribution of power between member states and the European level institutions over time. In addition to several overview chapters (such as on agenda setting in the EU), there are twelve sectoral studies which analyse the differing trajectories and outcomes of the Europeanization process and the extent to which the European Union can make 'authoritative allocations'. The case studies have been selected in order to illustrate the degree of cross-sectoral variation in the process of Europeanization, from sectors which have yet to see very much Europeanization, such as health, to sectors such as competition policy which are almost fully Europeanized. The book is consciously multi-theoretic in its approach, drawing on a range of theories and concepts, from theories of European integration, to theories of public policy processes.
