Excerpt from Twentieth Report of the Board of Directors and Officers of the California Institution for the Education of the Deaf and Dumb, and the Blind, for the Twenty-Four Months Ending June 30, 1892 All the reasons given in my last report for an increase of the electric light plant have been verified and strengthened by our two years' experience. The convenience and comfort of this method of lighting have caused its introduction into nearly all the institutions of the country, and where steam power and engineers are required for other uses, it is certainly a measure of economy. I therefore recommend that an appropriation of be asked for, to carry out and complete this necessary improvement. The engine - house needs addition to its coal storage capacity, and also another boiler. The present engine-room is a part of the laundry building, which was erected twelve years ago, and is too small for the burden of work that has increased with the growth of the institution. We have only a single boiler with which to run the engines in the shop and laundry, and the dynamo, to do the cooking and heat the water for the refectory, the laundry and the baths; so that often work has to be suspended in this or that department because of insufficient steam for all purposes at one and the same time. If anything should happen to the single boiler we possess it would simply paralyze the whole institution, and it can thus be readily understood what anxiety and responsibility attach to our one steam' generator. Excerpt from Twenty-First Report of the Board of Directors and Officers of the California Institution for the Education of the Deaf and Dumb, and the Blind: For the Twenty-Four Months Ending June 30, 1894 The principal improvement made during the last two years has been the erection of a new edifice for a boys' home. This structure was ren dered necessary by the crowded Condition of the other dormitories, and by the constant increase of pupils. This edifice is now completed in all details, and at a cost within the appropriation made by the Legislature. No provision was made for furnishing this building. A few hundred dollars, remaining from the building fund, have been employed for that purpose; but a large part of the room will not be available until a fur ther appropriation is made for the interior. The work of instruction has been prosecuted during the last two years to the great satisfaction of the Board of Directors. Classes are gradu ated at the close of each scholastic year, and their equipment is believed to be as good as is furnished at any similar institution in the country. There is urgent need that some further provision should be made for manual training. The limited facilities, now taxed to the utmost, are far below the requirements of the institution. The carpenter shop and the printing office are school-rooms for industrial education. The facili ties in these departments ought to be greatly increased. Elementary instruction in other trades might well be embraced in plans for the future. The water supply for the institution is still a matter of grave concern. A persistent effort has been made to develop sufficient water on' the grounds by means of tunnels and wells. A permanent increase of water ought to be secured to the extent of gallons daily. The water fund was long ago exhausted, and nothing further can be done in that direction until an appropriation has been made for that purpose. The amounts set forth by the Principal for the support of the institution, and for improvements during the next two years, having been carefully examined and approved by the Board of Directors, they are hereby made a part of this report. For a more detailed statement of the work of the institution, its condition and requirements, reference is made to the Principal's report, which, with the Report of the Board of Directors, is herewith respectfully submitted. Excerpt from Twenty Second Report of the Board of Directors and Officers of the California Institution for the Education of the Deaf and Dumb, and the Blind: For the Twenty-Four Months Ending June 30, 1896 Sir: The Board of Directors of the California Institution for the Deaf and Dumb, and the Blind, herewith submit their report for the two years ending June 30, 1896. The total number of pupils under instruction in all departments was 257. The total number in attendance at this date is 220. The buildings are now ample for the accommodation of pupils, teach ers, and attendants, with one exception. A small hospital structure is very much needed for the isolation and treatment of contagious diseases. Pupils who are drawn from all parts of the State frequently bring with them a tendency to such local diseases as prevail in the vicinity of their homes. It is impossible to secure, in crowded dormitories, such isolation from infectious diseases as the most prudent sanitary precautions would suggest. On two or more occasions such diseases have assumed an epidemic character. Without facilities for hospital isolation, there is always more or less danger that an epidemic might suspend the regular work of the school for the greater part of a term.
