Controlling Sex in Captivity is the first book to examine the nature, extent and impact of the sexual activities of Axis prisoners of war in the United States during the Second World War. Historians have so far interpreted the interactions between captors and captives in America as the beginning of the post-war friendship between the United States, Germany and Italy. Matthias Reiss argues that this paradigm is too simplistic. Widespread fraternisation also led to sexual relationships which created significant negative publicity, and some Axis POWs got caught up in the U.S. Army's new campaign against homosexuals. By focusing on the fight against fraternisation and same-sex activities, this study treads new ground. It stresses that contact between captors and captives was often loaded with conflict and influenced by perceptions of gender and race. It highlights the transnational impact of fraternisation and argues that the prisoners' sojourn in the United States also influenced American society by fuelling a growing concern about social disintegration and sexual deviancy, which eventually triggered a conservative backlash after the war.

The Civil War in 1861 found Southerners a minority throughout the West. Early efforts to create military forces were quickly suppressed. Many returned to the South to fight while others remained where they were, forming a potentially disloyal population. Underground movements existed throughout the war in Colorado, California, Nevada, New Mexico, Arizona and even Idaho. Repeatedly betrayed and overwhelmed by Union forces and without communications with the South, these groups were ineffective. In southern New Mexico, Southerners, who were the majority, aligned themselves with the Confederacy. Four small companies of irregulars, one Hispanic, fought (effectively) as part of the abortive Confederate invasion force of 1861-2. The most famous of these, the "Brigands," were close in function to a modern special forces unit. In 1862 the Brigands were sent into Colorado to join up with a secret army of 600-1,000 men massing there, but were betrayed. Returning to Texas, the Brigands and the other irregulars were used for special operations in the West throughout the War; they also fought in the Louisiana-Arkansas campaigns of 1863-4.

Delphus E. Carpenter (1877–1951) was Colorado’s commissioner of interstate streams during a time when water rights were a legal battleground for western states. A complex, unassuming man as rare and cunning in politics and law as the elusive silver fox of the Rocky Mountain West, Carpenter boldly relied on negotiation instead of endless litigation to forge agreements among states first, before federal intervention. In Silver Fox of the Rockies, Daniel Tyler tells Carpenter’s story and that of the great interstate water compacts he helped create. Those compacts, produced in the early twentieth century, have guided not only agricultural use but urban growth and development throughout much of the American West to this day. In Carpenter’s time, most western states relied on the doctrine of prior appropriation--first in time, first in right--which granted exclusive use of resources to those who claimed them first, regardless of common needs. Carpenter feared that population growth and rapid agricultural development in states sharing the same river basins would rob Colorado of its right to a fair share of water. To avoid that eventuality, Carpenter invoked the compact clause of the U.S. Constitution, a clause previously used to settle boundary disputes, and applied it to interstate water rights. The result was a mechanism by which complex issues involving interstate water rights could be settled through negotiation without litigating them before the U.S. Supreme Court. Carpenter believed in the preservation of states rights in order to preserve the constitutionally mandated balance between state and federal authority. Today, water remains critically important to the American West, and the great interstate water compacts Carpenter helped engineer constitute his most enduring legacy. Of particular significance is the Colorado River Compact of 1922, without which Hoover Dam could never have been built.

Gulf to Rockies is a chapter in the business and economic history of the American West and the story of two of the most colorful railroad builders of the nineteenth century. Throughout the 1860s the mineral treasures of Colorado were virtually inaccessible for lack of railroads. Even after a hectic decade of building in the 1870s, the state faced a new sort of isolation: every railroad crossing her borders was controlled by the Union Pacific or the Santa Fe. As a result, the Rocky Mountain region could not hope to compete with the Midwest for the business of the Atlantic seaboard. To remedy this situation, John Evans, former governor of Colorado, organized in 1881 a railroad to run southward from Denver as the first link in a cheap rail-water route via the Gulf of Mexico to the East. Meanwhile ambitious Fort Worth citizens had incorporated the Fort Worth and Denver City in 1873. Not a rail was laid on either road, however, until General Grenville M. Dodge, famed builder of the Union Pacific and the Texas Pacific, took up the Texas project and joined forces with Evans to create the Gulf-to-Rockies route. It took seven years for these men and their associates to mobilize funds and complete the Fort Worth–Denver line, and another decade to establish the system’s independence and solve its financial problems in the face of drought, depression, and intense competition. Gulf to Rockies was written under special agreements with Northwestern University and the Chicago, Burlington & Quincy Railroad, whereby the university relieved Mr. Overton of a part of his duties in order that he might have time for research and writing and the railroad undertook to bear the cost of the research. The Burlington also permitted him free access to all company records and granted him unrestricted freedom to publish his findings.
